Tuesday, Dec. 12-Now that Mr. Lloyd-G`eorge’s cab- inet ls known all over the world, every- one in Great Britain is discussing the qualities and characteristics of its.membcfrs. The war' council a/s it stands has- come in for a good deail of praise, composed as it is, of two Englishmen, a Scotch Canadian, an Irishman and a Welshinan. Mr. Lloyd-George is a Welshman. Mr. Andrew Bonar Law is a Scotsman of Canadian birth. Sir Edward Carson is»lrish, while Loud Curzon and Mr. Arthur Henderson are Englishmen. Other men now in the lime' light are Mr. Arthur J. Balfour, secretary of state for foreign affairs, Lord Robert Cecil. minister of blockade; Dr. Christopher Addison, minister of munitions and Lord Derby, secretary of state for war. It was Dr. Addison who assisted Mr. Lloyd-George in his scheme for national insurance. In ‘length o'f service Mr. Balfour is the' dean of the new cabinet. He is as famous for his wit as for his' quali- ties as a statesman and philosopher. Col.
