This is in striking contrast to the German bom-
bast of two years ago. Our readers will remember
the “peace terms” published in Berlin toiiards the end
of.August 1914, when bluster counted for something,
when the 'faith of the Germans in the German army
had some foundation to rest upon. These "peace
terms” of Berlin were quoted enthusiastically by the
Kaiser’s represeiitatives, Count Von Bernstorff, in the
United States, as the “German ten commandments."
It was Count Von Bernstorff who added to the “ten
commandments” the following comment:
“\Ve must sink France forever as a nation. \Ve
must make her a power like Turkey or Portugal even
if we have to kill 5,000,000 Frenchmen to do it'."
According to Von Bernstorff, Germany was to col-
lect two billion dollars indemnity from France, _take
all her colonies, annex about a quarter of France.
France was to give up three million rifles, 300 guns
and 4o,ooo horses and to absolutely cease recruiting
for her army and to demolish all her fortresses. _
This was the ambition of Germany boldly pro-
claimed two years ago. It was forthis she plotted
the war. Now she has found out that her hopes are
blasted, that she has failed and she whines about the
iiiustice and the cruelty of her enemies. It is the con-
duct of the coward and the bully, whether in \var_o1
politics or business. The beaten cur is the onethat
whines and barks its iinavailing abuse at the heels of
the mari who has administered the whipping. _
In this frame of mind Germany looks out upon
the uncertain third year of the war. Before the year
ends, a decision will have been arrived at, and if those
“higher up” in lierinaiiy including the Kaiser, receive
their deserts for the foulest crimes the world has
known since the days_of savagery, there will be sev-
eral public executions in Berlin before the third anni-
versary is reached.

f PROHIBITION IN UNTARID.
_ August 21 is given as the date of the bye-election
'in Southwest Toronto, to fill the vacancy in the Legis-
_lature caused by the death of Hon. J.  Foy. On the
result of the contest may depend not a little as to the
future of political events in Ontario. The Govern-`
ment of which Mr. Hearst is head is barely two years `
old. ln October, 1914, after the death of Sir james'
\‘Vhitney, Mr. Hearst, \vlio_l1atl been in the ministry*
for some years,succecded his chief inthe premiership.
He continued the same general policy as had been fol-_
lowed by Sir James. His government is in fact that*
which came into being in February, 1905, after the
overthrow of Sir George Ross. Though the Liberal
opposition cut itself away from its past and selected
Mr. N. W. Rowell, a new man, as leader, it did not
fare very well in the constituencies. In the general
election in june, 1914, it scured t\venty-seven seats out
of 111. There may have been a variety of causes for
such a state of anairs. The memory of its moral fail-
ure in power still clung to it, and events at Ottawa
