Mr. Campbell asked the chairman of the Stock Farm Commissioners if any of the stock belonging te the Goverament Farm were exbibited at the Exhibitions at dali fax or St. Jobo last autumn, has the stock on said Farm been tested for tuberculosis, if not why such action bas not been taken. Hon. Mr. McNutt enid that the Govern- ment did not exbibit the eattle on the Gov- ernment Stock Farm atthe cattle shows in St. John er Halifex One of the firet things he (Mr. McNutt) did after being ap- pointed on the Board of Commis+ioners was to bave the cattle tested, and the veterinary surgeon was here to go oo with the work. He called the Commissicaers together and found a majority oppored tothe teat. One of the Com- m ssioners who has herd of pure bred cattle opposed such action so strongly ‘bat it had to be deferred. It was his iotention however to have the work dome as foen as a majerity of the Commissioners were in favor of it. He thought all the herds should be tested. A gentlemen had offers ed a price for one of the shorthern heifers on the Stock Farm which he wanted for a berd. The man in charge thought the Commis oners would pot refuse the offer, and the heifer was taken to Halifax. Upon her returo from Halifax he (Mr. McNutt) was called up by telephene and asked if he would accept the price offered for the heifer. But be refused to sell at ary price. The pubileationof the striking state- ment as to Russia avd England made by M.de Witte, the Russian Minister ot Finance, a the private] meeting of the Conneil of Ministere, may, and we hope will, lead to results of the greatest moment, save the London Spectator. That state ment, which.of course was never intended o be made bublic, puts with the utmost favkoess Ruseian’s Commercial position. Russia, like allother countries, wants to crow ricb, and wants to develop ber great Now, to dothis, she wants to do -'ace two things She must e6ell the surplus roduci+ of ber agreuliure, for Russia is ill eniefly an agriculture country, and he muat be able 'o borrow capital for the mrpose of developing her ioternal re. sources. Bat her abilvy to fulfil these xeentis] needs is at present greatly hamp- red. Fravce, Germany, Austria, and ind-ed the whole ot the continent, shat out out Russian products} the well beloved ality France, being the most exclusive of all the powers. England is thus the only country that offers a market for Ruseia’s agricultur- al prodact+; aud even bere the amount of trade done is not avything like what it might be, and, from the Russian point of view, ought to be. for unless the Ruesian peasants can se] their surp'us p:olucts their condition is exiremely grave. But not only is Russia hampered by the conti- nent’a unWillingnees to buy from: her, the unwillingness, or perhaps we should say the inebill y, of the powers toiend her money, is +qually well marked, as M. de Witte remarks, ‘he London money market became closed to Russia after the Afghan frontier trombles, Then Berlin was :ried, but again political complications closed thedoore. Next France was used, but now France seems noable tolend any more, She is either timid er sucked dry. Practi- caily, London remains the only remaining the only available source of loans, for London is infinitely the greatest money market of the world, It comes, then, to this, that Russia wants ouraid both as a , urshaser aod as a borrower. But, as M. de Witte most truly pointe out, England will not become a better purchaser anda and a better lender unless public epinion here can be made to takea more friendly view of Russia—can be made, that is, to believe in the seeurity of Ruseian invest- ments, and can, we may add, be got to ua- derstend that Russia aod Evglaod are not natural enemies. - >> > en oD Mare for sale by Hernando 7 yeara old weight 970 Ibe.
