The Government had tne advantage ‘of Hon. Mr. Sifton’s vote, as he reap- | peared in the Chamber yesterday. | This is the most curious break in the Government ranks during five sessions. Dr, Ruseell and his tellow members of the msjority in the committee looked rather blue when they found member after mem- ber of their own party refusing to accept heir whi'ewashing The party whips, the minisiers and the premier bimeelf labored all day with the members who could not see their way clear to cone done this fraud. A Frightful Story that Will Shock Europe. (Srzcian to Toe Examiner. | Suaycaar July 6.—Young Shi Kai Governor of Shang Tung, has wired the French Couasel here that Prince Tung is virtually dictator at Pekin and is prepar~ ing aw edict ordering the extermination of all foreigners. This is probably inteeded todrepare the public for the worst news. The Chinese cumulative reports, which are gtnerally believed! here, declare that all foreigners in Pekin have been meass- acred and that the Emperor Ruangsu bas been absolved. Thirty thoussnd Chinese troops are now marching on Tien} Tsin under General Nich and troops are proceeding from Pekfn. The safety of all the foreigners in the north of China depends upon the prompt action ef the Japanese. Japan has 70,000 troops ready, but is prevented from sending them to China by international jealousies. Loxpon; July 6.—The Daily Mai! bas this cabie from Shangnai dated Thurday : “IT have no hesitation ia stating crimes, including, I believe, tne murder of all the European ministers and{officials have been committed in Pekin, at which, when the facts are known, the whole civilized world will stand aghast. The official information, when it comes, may even include an awful story of out- raged English women, tor:ured children and the public execution in the streets of Pekin of men, women avd children. The story is one of frightful atrocity, which will shock Europe, in fact it may #1- most be iaken for granted that the whole o foreign Pekin has been completely} wipe: out. These are the whisperings, the start ling and seneatiooal rumors, which are floating around without apparent reliable sources in the native quarters. But it taust not be forgotten that the imperial telegraphs over which alone news can now come from Pekin are safely in the hands of the Chinese, so that the whisper ings aud rumors of wvative quarters, at least, are likely to have some solid basis in fact.
