Mr. Haszard, while actively engaged in business, has given more time and energetic and intelligent labor to the promotion of public improvements than almost any other citizen of Char- lottetown. In connection with the Board of Trade, of which he is the honored President, he has from time to time done effective service in pro- moting improved winter communica- tion with the Mainland, and direct steamship service to and from the Mother Country. lt is therefore quite in line with his many other uae- ful public activities when he takes up the matter of an improved telegraph service. A year ago or more we were led to believe that the Anglo-American Company were- disposed to yield to reason and the expressed wish of the Government and people by giving us an improved service at reduced rates. The hope has proved utterly delusive, and the telegraphijzusineas of Charlotte- town and Prince Edward Ialind _is still subjected to conditions that are simply intolerable. Countries thas were practically unknown and cities that had no existence when his monopoly was created are now enjoying constant telegraph communication by day and' night at half the rates our people are paying for a half-day service. We have a strong appreciation of what Sir Louis Davies has done and is doing to secure for the people of his native Province equal privileges with those of other sections of Canada. He has labored energetically and faithfully in the matter of our winter steam service and the steamer to Eng- land, and his labors have borne fruit.
