tions of either of those islands hav-
ing been conquered. The principal
strongholds in the Spanish
been attacked at the time of the ter-
'tmination of hostilities. But there is
this noteworthy diference between
the case of Cuba and Porto Rico on
the one hand and the Phillipines on
the other. Spain had been compelled
by stress of the American arms to con-
sent to renounce her sovereignty in
the West Indies. The cession of Porto
Rico and the withdrawal from Cuba
were embodied in the protocol which
ended the war. But it was not thus
with the Phillipines ; they were not
conquered by the United States arm-
ies, nor did Spain consent to their
surrender. _
It may be said that the Republic
could have driven the Spaniards out
of the Pbillipines. Equally it might
be said that the Republic could have
driven them out of Madrid and cap-
tured the Spanish capital. The latter
fact would hardly be admitted as
justifying a. claim to take and hold
to be that the United States, pre-
