Goods im ported by way of the United States by Canadian merchants are entered by cus- toms brokers at New York or elsewhere for which service the importer does not object to pay a fee; but he does ob- ject to be taxed in any degree whatever, as a matter of right, because if a tax of fifty cents can be imposed a prohibitive tax could be imposed just as well, and the Canadian bonding privileges would be lost. This bond is required on every single entry and can only be cancelled on production of the landing certificates. Bonding privileges stand in the posi- tion of an exchange between the United States and Ca.uada,and the arten tion of Sir \VIlfred Laurier at VVashington has been called to this action of the United States G0vernment.A season has been entered upon during which a very largepro- portion of the imports to Canada come through the United States to this coun- try, on through bills of lading from Europe and elsewhere, via New York or other American cities. It is certainly not in keeping with the spirit of the H Bond Privilege’ that goods in transit should be assailed by any special tax of this character. A special tax might be It levied which would be sufficient to pro- hibit the very privilege granted. It is possible that the customs oiiicials at United States ports are acting under misappreliension, or that they are in error in refusing entry papers without the paymentof the tax.
