Glenaladiile July 29th 1850.
IN response to a petition signed by
several citizens of Summerside the Town
Council at its last regular meeting voted
a rebate of $4.00 to Mr. John H. Boates on
his milk license tax of $12.00 for the
privilege of distributing milk throughout
the town. This is considered by good
thinking ratepayers asa wise move _on
the part of our town fathers. Let us
consider that Mr. Boates is a resident of
of Summerside and a tax payer. He pays
taxes on his property, and also a poll tax
thus giving him all the privileges of
citizenship. Mr. Boates buys his milk
from farmers in this province, pasteurizss'
it and offers the same for sale. The dry
goods merchant, hardware merchant and
other import their merchandise from
others parts of the Dominion and are
privileged to sell without special tax. The
meat men buy their meat in the surround-
ing country, sell and deliver their goods
in all parts of the town, using
our' streets perhaps to no less extent
than Mr. Boates and without license.
Then why should Mr. Boates or any other
like townsman pay for a license! Our
merchants-all of them-are protected
from the non-resident by a bye~law which
says thatnoperson not being a resident
ratepayershali offer for sale goods or
merchandise within the town without
license. Then why are not our resident
niilkmen-and meat dealers-protected
likewise I The tax, it will be seen, is an
unfair one. Should the town require
special assessments imposed upon any
particular residents and dealers in pro-
duce or other merchandise for revenue
purposes, then all should be served alike.
The Council might justly go a step further
and exempt Mr. Boates orother resident
milk dealers from this special tax, which'
certainly should apply only to non-
residents. The bye-law needs to be
amended, and this is likely to be done at
some future time.
