There is little doubt that the present generation will see the union effected. It has been the dream of Canadian statesmen ever since and indeed before the Dominion of Canada was set up. The late Sir John Macdonald although failing in first and subsequent efforts to that eud,almost to the last cher- ished the hope of seeing in his own day the Dominion rounded out by the inolu~ sion of Newfoundland. The original scheme of Canadian federation included the Island Colony, and it has been the earnest desire cf successive Imperial Gov- ernments to see that end effected. Sir Robert Bond stipulates for “advant- ageous terms," and it is to be observed that it has all along been mainly a ques- tion of terms that has kept Newfoundland aloof. The terms drst offered so long ago aa 1883 were, isdeed quite as favorable for Newfoundland 'as they were for Nova Scotia, New Brunswick or Prince Edward Island. But they' were not really good uough. New Brunswick rejected the terms of the Quebec Scheme, and a year later accepted the b¢t‘er terms embodied in the British North America Act. P. E. Island then held aloof, and it is beyond question that the people of Nova Scotia, had they been consulted at the polls In- stead of being legislated Into the union, S67.
