Ss. John. when _Dr. Daniel, Conservative,
was returned to succeed Hon A. G. Blair.
It was on all hands conceded that Mr.
Blair was an exceptionally able and pop-
ular man and thai. no other Liberal candi-
date would nowobtaln sclargo a uniorl ty
as he had in 1900. So far as we can learn
at this distance and in the absence of
recent mail advices, the general expecta-
tion oi both parties was that the Liberal
candidate would besuccesstui, but with
a reduced majority.
Han. H. A. li(eKeown, when he re-
signed the position oi Solicitor General in
the Provincial Government and his seat
in the House oi Assembly to accept the
Liberal nomination for the Commons
gave full evidence nl his confidence in the
popular favor. The result has proved that
he had misjuiged the present temper of
the people among whom he lived. Mr.
McKeown is personally popular in St.
John, as it is also h’s successful opponent
Dr. Daniel. E ich of them no doulii polled
very nearly the iull strength of his party.
But. the issues in the St. John campaign
It were not the same as in any other part oi
‘ Canada, and hence the diiference in the
result. Even at this distance it is easy to
see that St. John has not been Iairly
treatei by successive Gavernnients at
Ottawa. And there were reasons special
to St. John why the Grand Trunk Pacific
scheme should be viewed with disfavcr
there.
In the early days ol‘ confederation St
John had made a prolonged and spirited
iight to have the lnterccloniai Railway
built by the Cantral Route, which would
have made that city the terminal port.
The iight was lost and the route bythe
north shore oi the Province adopted,
leaving St. John at the end ofa mere
branchlirie. The soreness over this de-
feat lasted for a generation. Now. from
the St. John standpoint, the building of n
second line from Quebec to Moncton, dup-
licating the intercolonial and again side-
trnckini; St. John, was a repetition of the
older insult and injury. Mr. Blair, then
thc popular representative of S;. John in
thc Cabinet and Parliament, resigned his
vzthinct seuttind denounced the scheme in
the strongest terms. This increased his
popularity in St John, nnrl had he at the
time irsigtiefl his sci-it in l‘.ii‘linment and
ruturrioii for re-election probably no one
would have had the hariiihonii to oppose
him. ll~i'i any one done so the ex-l\iinis-
ter would have been assured of ti recprxi-
liroiiking rriiijority.
Mr. Blairiiadln the earl accepted the
Chriirruanship of the Railway Cominis_
sion, with n salary of $10 000 a year, but
this personal solace did not canciliatc the
city nor lay the opposition aroused by hih
trencliant dcnunciatinn of the Trans-con.
tinental scheiiic. 'llic Telegraph news-
paper, which hurl long been t-he lending
organ oi liilicral opinion in bt. John and
the l‘ro\'int-e, had stoad with Mr. Blair in
opposition to the railway scheme and did
not wiiivv its opposition to that measure
afterhir. Blair had been shelved. \Vhen
Mr. Mclieown shouldered the responsi-
bility for the railway scheme The Tele-
yrapii neither supported nor attacked

and serve in part at least to account for
the reverse sustained by the Government
in St. John. v
But there are other reasons why Sz
John does not feel quite satisfied
with the present or any pre-
vious Govern|nent._ Vast sunis ot
-public mouay have been -expended or`
loaned in such manner as to amount to
practical gifts, for the improvement nl
Qushec,Montresl and various L rke ports.
St.. John, as one of the always open
Atlantic ports has received no such
consideration, but has been lei: almost
wholly dependent upon itself and has bor~
rowed and expended nearly amill`ou
dollars tc improve and increase its ship-
ping and terminal facilities. And yet St.
John and Halifax are national ports in a
sense that Montreal and Qiisi"-ec can
never be and should be so recognized
and treated by the federal Government.
The present rebuff may serve in part to
bring ir-bout that re cognition.
