[Speora, To Tae Examiner] Lonpoy, Sept. 5.—Today’s despatches from Shanghai and Tien Tsin refer to the hopeless confusion and mismanege- ment of the Chinese telegraphic system which may probably account in part for the delay in getting news from China. Another reason for delay doubtless is the anxiety of the Chinese authorities to pro- cure the evacuation of the capital. According to Shanghai advices Li Hung Chang has wired the Chinese minister in London as follows : Minister has persuaded Russia to leave Pekin. You are useless if vou cannot persuade England. ” It is asserted that Earl Li has pro- mi ed Russia three Manchurian provinces if she secures the withdrawal of the al- lied forces from Pekin and favorable peace terme from the powers. Both the Empress Dowager and Li Hung Chang are said to be lavishinz money to attain these objects. There is no sign as yet of any decieion on the part of the powers regard- ing the Russien proposale. Japanese papers unreservedly condemn the evacuation of Pekin, and bint that there is a secret compact between Gers mavy and Russia to the great detriment of Great Britain and Japan.
