Section 15, in part, reeds: “No teacher shall receive from the Provin- cial Treasury,`the salary herein pro`- vided according to his respective class or grads unless the average daily attendance lor the term during which he claims his salary shall 'bo at least titty per cent. oi the child- ren oi school age within the School District," etc. This section has not been repealed or amended. The ques- tion is; Can these two sections be enforced and at the same time agree? It will not need much consideration to see that they must coniiict. One or the other must be dropped. Now it is rumored that the Do- purtmcnt ot Education intends to enforce Section 39, as amended. Then it must be the intention to drop Section 15 and Regulation 70.
