FOR AN ASY CONSULATE. BOER PRESIDENT ASKED LUM IN U.S President Kruger at one time made a formal application to the United States to grant hima sanctuary in case the necessity for it arose. This oc curred, according to Secretary ot State Reitz of the Transvaal Republic, the day Lord Roberts’ entered Pre- toria. The details of the event have been related to a representative of the Associated Press by Mr. F. W. Unger, who has just returned frem the Trans- vaal, and who secured the information from Secrstary Reitz and others. After quoting the secretary as saying Presi- dent Kruger would never take to the mountains on account of his age, but would retreat down the line, eventu- ally escaping to Portuguese territory, Mr. Unger said the day the British en- tered Pretoria President Kruger sent for Mr. W. Stanley Hollis, the United States Consul at Lorenzo Marques, wah was taken to Machadodorp in a special -car. President Kruger asked him if the Government would grant him (Presi- dent Kruger) an .asylum in the Lor- enzo Marques Consulate until he:made other arrangement for ‘his depariure. Preident Kruger expressed fears con- cerning his treatment by the Portu- guese Government, and wished to guard. against any pussible British land- ing partics. Mr. Hollis asked for time.to consult with his Government, and President Kruger assured him he would receive a week’s notice before putting the plan inio execution. In consequence of this visit to the Transvaal aud the transmission of President Kruger’s reguest to Wash- ington, Mr. Hollis received instructions from Secretary Hay not to leave Portuguese territory again. He was thus compelled to neglect the interests of the British prisoners at Nooltgedacht, where there was great suffering. Mr. Unger, in conclusion, said :-—“‘I make this explanation in justice to Mr. Hollis, whose action has been misun- derstood both in America and Great Britain.” Mr. Unger did not know whether the State Department eventually gave a specific answer to President Kruger’s request. One of the points of greatest import- ance at the present moment is the at- titude of Germany on the Yangtese qu- estion. The protest of the French and Russian consuls against the proposed landing of British troops at Shanghai is a serious matter and cause much anxiety there, all the more that it is now scarcely possible or at any rate very difficult for Great Britian to retre- at from the position she has taken up Much depends on the view which will be taken by Germany. If the Emperor should support France and Russia _ in opposing the British action a grave situation might easily arise. Mean- while British transports are lying off Shanghai many thousand treops ready to land. A -semi-official despatch from Shanghai:dated Wednesday, Aug. «5, says: ‘The foreign cousnls’ acting on a joint resolution, have sent to their respective governments the following telegram: ‘ “Tf the Indian troops(British) are withdrawn from Wusung it will consti- tute a menace to the safety of Shang- hai. These troops ought to be landed on the basis of an international. under- | standing.
