Dr. Manion's shrewd sum- ming up oi the political record of Prime Min- ister Mackenzie King. Fiirveying the national scene four years after this eloquent zis-"urznice was given by Mr. King, the Canadian Welfare Council felt compelled to say: “Canada. still lacks long-term legislation, comprehensive planning, and any integrated and atleqliatc program for a fundamental attack upon the serious national ills which have 0c- casioned these heavy expenditures." The Conservative leader was on firm ground, therefore, iii_intlicting the King Government for its betrayal of the electors’ confidence on this important issue. The budget, he also pointed out. has not been balanced though Mr. King had said that would be the aim of a Liberal Gov- ernment. lie had promised a reduction in ex- pciuliturcs and expenditures have never been so heavy as iioiv. Reduction in taxation had been promised, but only. Nothing has been done to bring about a. more equal distribution 0f wealth. The Prime Minister had picturctl Canada with all Liberal ("Zovernniciits as an ideal set-up for a co-opera- tivc coiiiiiitmircaltli. Instead, we are facing a crisis in national disharmony brought about by tlic biclccrings between Liberal provincial and federal leaders. Dr. hlanion spoke on the Draft Address for about three hours. no doubt covering much ground which is not contained even in the lengthy Canadian Press stiiiimary in yesterday's Guar- dian. His most damning indictment was sum- med up in the following words: “The real charge against this Government is that it has an absolute lack of realization of actual Canadian erinditions. It has given no evidence it under- stands conditions although the Prime Minister in 1935 ivas able to convince the people he un- derstood them. It has shown a complete lack of action and a lack of any plan to remedy con- ditions." . A Government which must perforce plead guilty to such a charge as this can expect noth- ing but condemnation from the taxpayers, how- ever much money it may spend in an eleventh- bour effort to recapture public confidence. . i acicfs rnwt lit Butter Tariff Bungling A question which is likely to come before Parliament is the reason why, with a. huge'sur- plus of Canadian butter last year, the King Gov- ernment undertook to remove the exchange dumping duty on New Zealand butter imported into Canada. During the first nine months of 1938 Canada imported 29,052 cwts. of New Zealand butter, valued at $670460, as compared with 208 cwts. valued at $4,536 for the same period in I937. The figures appear in the current issue of the Commercial Intelligence Ioumal, a Government publication, which states that last year's New Zcaland butter imports represent ‘the largest quantity shipped to Canada since 1930.” 1930, it will be recalled, was a Liberal year, in ivhich a Liberal low tariff of f cent per lb. permitted millions of pounds of Australian and New Zealand butter to flood this country. It -was only the action of the Bennett Government in the following year that saved our dairymen from ruin. The present Liberal Government has not dared to put the tariff back to the I. cent rate, but in meddling with the exchange clumping duty last year it added to the difficul- ties of our farmers at a time when the home market for their surplus butter was never more badly needed. _______________._. Democracy And Religion n! his speech to Congress recently President Roosevelt said something about the interdepen- dence of democracy, and religion. Since then. notes the New York Sun with amusement, a number. of bright young men in the United ' States have made a tremendous discovery. One of them proudly proclaims that to dissociate free institutions from religion and patriotism is to render them unworkable. Another suggests that in so far as the domocratic idea has lost vitality this is due- to the fact that the concep- tion of man as an ethical and spiritu i being has been reduced to a consideration o him as a mere product of economic or biological forces. “What puzzles some of us, to whom this dis- ..eovery is no discovery at all," says the Sun, "is to understand where" our brighter young men and wvomen have been living, what they-have, . reading, to what discourses they have btcflvlil- toning all this while. ;.“'l‘h_ey cannot‘ be well uainted with the‘ her speech on quarters. as “Mother-in-law ideal mother-iii-law, son-in-law and datighicr-iii- la\v probably would be selected “in manner." lightened by sipirtuality can do it."
