Con- ditions of sub-soil and so forth can be determined in advance only ap- proximately. Now let us consider the present situation as we have it. Charlottetown, by not spending twice as much on Water Street, was able to pave just as‘ great a length of another street with the money! Hod the writer and Mr. Nicholson‘, been bent on building monuments for ; ourselves at your expense, Charlotte- town might havo somewhat better pavements,—riot certainly so,—but you would only have half as many of them. Then Mr. Nicholson could stand up and say, "See. tho streets thot I built," and there would prob- ably be no one present to remark. "Yes, but look at the mud holes which you should have paved but left because you spent our money waste- fully from our point of view lust to build y “ s monument." The interest on the money saved ls between the cost of the Water Street psvement and the cost of a “monumonfl on tint street will poy for all the repairs which have been made to it until new and for several years to come; and then we will sal- vage the old material that has hum- mccked by taking it up, adding about s three inch tlmickness of "black base" on top of the white base, and relaying it.
