How swift has been the decline is shown by the fact that in 1899 tbe3 per cent consols sold at 110, and it _was then that Mr. Goschen was en- couraged to undertake his conversion scheme by which the rate of interest was reduced from 3 per cent to Zi per cent. This is now generally ad- _mitted to have been a mistaken pol- iCy. hut at that time still lower rates of interest were anticipated. | The present low rate for consols _recalls the days of the Napoleonic iwars when 3 per cents sold as low `as £58 and .£59 per _£l00. And yet there would seem to be no such rea- 'son now as then for the decline in ‘recent years, or for the present low llluotations. In the days of Napoleon the British nation was engaged in a _life and death struggle, with the is- sue painfully in doubt, while the lpresent is a time of peace and of 'general prosperity. Trade conditions are generally good; raw materials are, for the most part, abundant; _manufacturers are full of orders, _freights are on a paying level and credit is sound. ' The cause of the decline in consols is not to be found in any failure of .the public credit, but in the changed conditions of the monetary world. Money, although never so plentiful in past times as it is now, is in de- mand for many more uses and in many more places than it was a een- tury ago, or even a quarter century since. Hence money is not so cheap B8 it was. Britain is steadily re- ducing her debt and the advancing rate of interest therefore means less to the British Government than to the Government of Canada., for ours is a borrowing country and must continue to be so for years to come. 1 The Canadian Finance Minister of th” Dwsimt or the future when he shall have occasion to again borrow IBYKCIY. or to renew an expiring loan, will have to pay s higher in- terest rate than was paid in the closing years of the last century, and the burden of our national debt, which at present seems to be so light- ly regarded, will become heavier than it has been. In this connection it may be well worth considering the propriety of increasing the rate of interest paid to depositors in the Post Office savings banks. Three per cent is an absurdly low rate for the nation to Day to its own people \vhen it wants money, and when there are so many other lines of in- vestment and saving that command higher rates. There is little wonder that the amount to the credit of depositors in the 'savings banks is steadily dimin- ishing. If the Government would pay to the people of Canada the same rats for which money can be borrow- ed in England today-reckoning the brokerage and commission in-the de- positors would be getting at least 3; per cent for their money and an in- creasing share of the public debt would be held in Canada, where it ought to be.
