If I were a Cabinet, or an ex-Cabi- net, Minister, I should go into the im- pending election with never a word to throw at the Budget or the Peers, and with never a thought about Pro- tcction or Free Trade. I should go to the country with a plain warning of a great impending danger, and with an equally plain appeal for the pub- lic sacrifices which I believe to be absolutely necessary for the safety of the Empire and for the preserva- tion of our trade, our honour, and our independence. I should go out and face the danger and ‘the ridicule of an ill-informed and self-indulgent people with the follow- ing programme:—— 1. An immediate vote of fifty mil- lions for the Navy. 2. The immediate passing of a Com- pulsory Servlcc Bill: to come into im- mediate operation. ' 3. A Bill for the elementary mili- tary tralning of all schoolboys over the age of ten. 4. The immediate establishment of n general staff for tho Army and the Navy. 5. A large increase in the vote for secret service and naval intelligence. 6. I call it compulsory military service and fiscal warfare. l am not in favour of Tariff Reform as Tariff Reform is likely to be ap- plied if adopted in this country. But Free Trade never was a part of my political faith. Free Trade means free competition, and free competition is unti-Sotcialist, is anti-trade union, and anti-democra- tic. Free Trade is based upon tho fal- lacy that "as we are all consumers it is to the general advantage that com- modities should be cheap." But though we arc all consumers we are not all producers; and the producers, who arc all workers, should be con- sidercd first. Then, as to compulsory, military service, I have, in the pastyopposcd it. I preferred a kind of universal mil- itary training which I have more than once explained. But I recognised al- ways that my plan would only serve as a safeguard against invasion, and would not answer tho problems of Continental warfare or foreign ser- vice in India or elsewhere. But now I um convinced that our existence as a free nation demands the immediate formation of a strong and efficient Army, and that the only means of getting that Army is com- Dlllsory military service.
