A point that has been much con-
trovertsd during the discussion on
reciprocity ls, How can the producer
and the consumer both be the gain-
ere by free trade in food products?
The _answer is easy enough. Taxes on
food cannot make food cheapyr, but
must in all cases make it dearer. In
some cases the consumer pays the
_`whole duty. In other cases the pro-
ducer pays a large part of lt. In
many cases the tax is divided be-
tween them, but in all cases either
the consumer, or the producer, or
both of them together must pay the
tax.
Now let us suppose that a iillty
‘pound package of butter is imported
l‘ from Charlottetown by a grocer in
lBoston, the price here being 25 cents
per pound. The Boston grocer would
have to add the freight from this
city to Boston, the cartage to his
store and six cents per pound duty.
That is the duty on the butter would
be $3. Ileversc this and let us sup-
pose ii case in which ii Charlotte-
town grocer bought a like package
of butter in Boston for sale here.
The Canadian duty is four cents pei
pound, or $2 oil the titty pound pack-
age. Either the' Boston or Charlotte-
town grocer must add the freight

which occured at her home, Douglas
St., in this city, on the 7th inst.,
after a year of failing health, remov-

cle around which sadness shall linger
even in life's brightest sunshine.
The deceased was ofa deeply re-
ligious character and all through
life was noted for her devotion to
her religious duties and the spiritual
and temporal welfare of her family,
thus furnishing an impressive exam-
ple for good which endeared her to a
very wide circle of relatives and
friends.
