By Guardiarrs Special Wire) NEW YORK, Nov. l9-Move- ments in stocks continued to show contrasts today, prolonging the hesitant course set last week. For the third straight session. utility shares on the average sag- ged to new low levels for the year as the market xesctedto President Roosrvelvs week-end statements on power development by the fed- eral government. Pressure on American Telephone lifted, however. and the stock re- covered nearly I points of its severe losses last week. Demand for industrials, particu- larly steel shares, gave the list. a. mixed appearance. A number oi' is- sues in 'that sector finished with moderate gains. The Standard Statistics Co. sv- eroge for 00 stocks continued to slip, losing three-tenths of s. point at 72.3. Trading was less active. Tumover totalled 082.950 shorts sgninst 1.032170 Fridly. An additional small gain in steel operations buoyed hopes for an extension of recent gains in business. Moves for oo~operstlon between private business and the administration along the recovery frontlwere s leading source of such ducted cautiously as traders waited for the power stocks to find firm ground and for the market to re- sume its recently interrupted up- ward trend. Elsewhere along the financial front s disposition to mark time also was in evidence. Bonds con- tinued to plod along narrow path- ways, with an advance in U. S- govemment. issues tapering off. Corn was a leader in commod- ities, ciosihg 5-B to 1 1-8 cents s. bushel higher. Most staples were content with routine action. Wheat was little changed. The openingwas followed by a brisk buying weve throughout the industrial list but it died down be- fore the end of the first hour. The rest of the session tho market drifted in on uncertain manner. The support accorded American Telephone, following its break of more than 10 points on the fed- eral move for an inquiry into the companys affairs, was ascribed by brokers to the week-end statement issued by Walter S. Gifford, pres- idont.
