Ile then referred to Despatches connected with the granting of Responsible Government to P. E. Island, and to the negotiations dberween Goveraor Bannerman and the Go- | vernment of the Colony on that subject, showing that Re- sponsible Government was granted on certain conditions, and it appeared to him (Mr. Davies) that one of these was that landed tenures should not be disturbed. He then adverted jto the remedial measures whica were resorted to by the late ' Government ty improve the coudition of the tenantry, such az the land parchase scheme. They tried that measure from [851 to 1859, and did not succeed, and he blawed them for } vot being williny to allow the present Gevernment two years ‘to endeavor io effect a settlement of the land tenure diffical- ities, He then said that if the late Government had been | successful in getting the loan of £10U,0U0 steriing, that pro- jbably by this time little of it would be to be seen. He ‘thought the Commission would be ihe means of effecting much ‘good, Mr. Davies spoke at vonsiderable length. | Hon. Mr. COLES replied. —He ailaled to the Despateh | ‘which the hun. mem er for Charlottetowa read concerning ithe granting of Respoumble Government, and showed that | ‘months were consamed in negotiating about the terms on | which it was to be obtained, and that Governor Bannermag was instructel to make the best bargain with the Culony ‘which he could, and that the Governwent did make the best ‘bargain iu their power, though they did not get all they desired. After dwelling upon these points for some time, Mr. Coles referred to the Uummissioa, and endeavored to prove that ‘from Mr. Taowson’s own showing, documeuts were not sup- | plied which the Counsel for tae tcuantry should have bad» in their pOssezsion. . Mr COLES continued his speech of Saturday eveniog, «ad occupied the time of the committes for upwards of an hour, He referred to information which be bad given the commissioners, and stwied that be bad put into their handsa census reture of 1827, which showed that at that time but ‘ew of the Townships bad the number of settlers mentioned in the original grants. fle also remarked that he believed the Fery ohject of the Gevernment in purchasing Lot 54, was to place a class of scttiers there ior tiie jitrpore of swamniog that District, so as to secure the return of some of their sup: porters. [le understood that the young men of Belfast were told that if they did not purchase land on Lot 64, thet people would be up from Newfuundiand in the spring to settie it; but he boped that the Belfasters knew better than to pur- chase lund jor the sake of a vote, With reapect to the para- graph in the Royal Gazette, about the award Act being fa- torably received ut home, he said the members of the Gos vernment had endeavored to explain it away os well as they could, by saying that they never saw it. But it first appears ed in the Islander—and it was well known that every mem. ber of the Government saw that paper—so they ought te have immediately corrected it, if it contained false statements Besides this he held shat every official was responsible to the ‘his work by the 10th of July att and he qaoted the fact that | fox the four or five months which would elapse befere it be- | Government for hie acts, and if the Queea's Priuter had published an incorrect statement, he ought to be called to account. Qne hoo. member bad remarked that if the Award Bill bad rot been sent home, the Commission wou'd not have been appointed. It this were true, then the Commission was obtained under false pretences, and it appeared as if the Go- verument were disposed to carry out this deception with the people. It had been objected aguinst the petitions that a nunber of the signatures had been written by the same band, Several of the petitions had been signed at public meetings, and as all people were not blessed with » good education, teachers had sometimes been kind enough to put down the With respect to the resolution of the hon. member from Tryon, that His Excellency should be request- ed to use bis influence with the proprietors to prevent dise traints for rent, he (Mr. Coles) would remark that he andere stood His Excelleney had done so; bat without any beneff- ciai resu't, as he had no power in the ease, In regard te the “ Whereas” of the resolution, he believed not a member cf the Houre could safely vote for it, Ie had introduced & similiar resolution on one occasion, in amendment to a para: graph in the address in answer io the Governor's specch, but it was repudiated. Hon, Mr. M‘AULAY eaid ho was sick and tired of this subject. He had now for about the 16h time listened to the boo. leader of the Oppositiun coming over the same mat. ter. One reason why he (Mr. M+Aulay) would not suppert the resolution of the hon. member ho had just eat down, Was because it contemplated legislation on a matter that bad passed into arbitrators’ hands. The house had no right to interfere ia what had been referred to others. The settle. ment Of the disputes between landlords and tenants had been entrusted to three competent persons, and no further legia- iation ehould be bad ou the question until their award was given. He would support the amendment befure the Com- mittee, _ Hen. the SPEAKER said there had deen a grest deal of discussion on this subject, and certainly it would be better if hon. members would keep to the point under consideration, How the petitions were got up was not for him tosay. He eaw one signe! by a number of his constituents, and to read it, a person would thiuk that the proprietor had been pounc- ing down upon them; but he learned from that geotleman that he reccived one year's rent from al! his tenants, exceps two persons, and that he did not intend to distrain upta them until next year. This being the ease, be (the Speaker) see what reason the people there had to petition for He thought a number of them who had © signed the petition were under the impression that what was intended was something like that proposed in the resolution ) He saw some of his constituents before he came to this House, and he thought that if they had wisbed anything of the kind mentioned in the petitions they would have informed him. He would support the amendment, ss it met his views, and he thought it would accomplish what was desired, as ia his opinion none of the proprietors would neglect the request. lon. Mr. POPE said he very much regretted that be wae ent from the Island when the Commissioners held their |Court, and also when this subject was discusned at the oponing of the present session. aaa | few of the speeches in this debate, and oceupying the position Respecting the ac-) which he did in the Colony, he oul not give a si'eut vote Sa , : a . oe ce aes he | 1 E | count of the meeting at St. Kleanor’s, he said in reply to the | on this question. He had, however, heerd a The resolution of the hon. Leader of the | Opposition asked for setion to prevent distraints for arreara ‘of rent; but whem he looked at the petitions before the Com- jmitcee, he found that wos not their prayer—they asked for , action to prevent distraints for rent and arrears of rent-= they wished to ga into the whole matter. Ile was never so stated in this Honse last winter that be did not consider partics wore justified in holding cut euch hopes to the ten- aniry as they did. He had not signed the reference, bus always intended to submit to the recommendation of the Commissioners. He noticed that one of the petitions was | from a part of his owa distriet-—Lot 27; but he did not be- lieve that it originated on the part of the Lot with which be had to do, His tenants had no complaint to bring befure the Commission. The petition had a lic on the face of it, bo- cause they said they bad paid oue year's rent, which was not the case. Que whose name was to the petition liad come and paid his rent unasked. He had never used any harsh measures with bis tenants since the rising of the Commission, aod he did not inteod 10; so they had no ocsasion to come to this Llouse asking for @ measurg to prevent the collection of arrears of reat. He felt sorry when be came home last autumu to see the spirit of hostility to the Commission which had arisen in the Colony. It did not come well from the Leader of the Opposition, who opposed the Commission trom the first to ask now to pass an Act to carry out a recommen: dation of that Commission. Much had been said about the Government not furnishing information to the Commission- ere. Le considered that the Government all along had done what they could. An address was sent home by the majerity of the Louse to have an arbitration under certain conditions ; but the authorities there were not satisfied with that, and said they did not wish the Commission to be hampered in any way. This suggestion was fully backed up by the ma- jority of the House, and the Commission was granted. Not a word could be said against the Commissioners ; 4)! parties admitted that men betier qualified for the duty could not be found. Tae land question was one which had eaused mach agitation ia the country, and it was perbaps an easy matter to get up petitions on the subject. [The hon. member here read a» extract from a epeech of Lion. Mr. Coles in $855 against petitions for Escheat.J That was the opinion whieh he thea entertained of petitions coming from the country for an object of whieh he did not approve; but now when the scales were turned, it was well enouzb for him to protest that the petitions under consideration were not got up for the purpose of making politieal capital. Al! this fase made by on. members of the Opposition was to gull the people and get themselves if possible again into power. He (Mr. Pope) contended the Goveromeut bad done all they had « right to do in regard to the Commission. What did they procur: Counse! for, but to advocate the cause of the tenaa- try, and full power was given them to dea) with any matter the people might bring belore them? The Government employed perbaps the ablest lawyer in New Brunswick, and als) ite boa. member for East Point, who was well acquainted with the grievances of the teoantry; aod what right hed they after that to go and act ss party men, when it was their duty to see that justice was done to all parties? A great deal also had beea said with respeet to the Act which bad been disallowed. Some asserted thst it gave extensive powers . oa Rp Ae NEE, 680 seme. — SM EC Te acme ea ca ap ye me maths eee op . ty 2 BAD I 5
