Smith, Conservative member for Cumberland, was the author of _ the resolution which passed in am- ended form. At the suggestion of Minister of' Railways and Canals, Hon. C. A. Dunning Mr. Smith agreed to delete a nnal paragraph from the resolution which would have com- mitted the Government to construc- tion oi the canai‘ on the completion of the investigation.
