It did so with little fuss or ceremony, Sir Charles Fitzpatrick as Deputy Gover- ner General officiating in the absence of H. R. H_ the Duke of Connaught, who is absent in lvloiitreal. _ There was no last minute flurry in the Senate as has becii'the case at the close of the two preccedliig ses- sions, the upper chamber having iliiisli- ed its_work last wcck. The Commons had also disposed of practically every item on the sessioiiul programme which was fated to receive considera- tion and put in its time until the hour of prorogatioii discussing the report of the pensions coinniittee and licarlng a number' of suggestions for economy in government priiiting from the com- mittee which has considered this mat- ier_ Both reports were accepted, that of the pensions committee, which sug~ gests an upward revision in the rates to be paid in the lower ranks and which has not been embodied in the le- gislation this session for the reason that it is desired to allow the pensions board which the government will ap- point shortly to apply the test of prac- tical experience rirst. _ Hon. J. D. Hazen then moved that the reeort of the special committee on pensions be approved. - On the suggestion of Hon Wm_ Pugs- ley that no money could be appropria-| ted by the House except on the recom-| mendation of the Governor General- he changed the motion to read that the report “be commended to the con- sideration of the Government." Mr. Hazen said that the committee which was forme.l of members from both sides of the House had dealt only with the question of pensions for men enlisted in the expeditionary l`orce. The récoinmendation that the awarding-of pensions be entrusted to a board of three men appointed for ten years was intcnded to take the sub- ject out of the range of political iiitri- gue or influence. li‘or the same rea- son the committee had suggested that there should be no appeal from the decision ot' the board save that a dis- satisfied claimant had his case revised by the whole board. Pensions under ilic scheme proposed were not to be assigned, oonimuted or aiiticipateil_ Mi'. Hazen said that tin. old scale of pen- sions hnd been amended and a very substantial increaoc had been recom- mended for the lower ranks of the ser-‘ vice from privateii to Lieutenaiits. Above the rank of liieut. the scale re- mained unchanged except that an ad- ditional $10 was provided for Captains. lt had been felt that the rate of pen- sions for men in thc higher ranks was rather high but it was held that it would not be fair to the men who had enlisted when the old scale was in force to make reductions.
