After routine the matter of the applica~ tion of the Sewer and Water Cowunis- siovers tor an issue of debentures amount- ing to $50,000 was brought up for turtber cont! /eration. {u connection with the application an iuteresting report from the Commission< | ers a8 to the system to be adupted and the ; work to be performed was read by the clerk. Regarding the system to be adopt- ed the Commissioners said : — “The system decided upon is the com - mon separate water Carriage system with , intermittent discharge into the sea by } Means Of & reservoir, cast iron pipe and ‘channel of the Hillsborough as designed by the Council’s engineer, Mr Freeman C Coffin. There will be a pumping station at & low point both on the east and west sides of the central high gravity area, | which location of pumps will aliogether obviate the use of siphoofand aifthe sawe lime effectually catry away the cewer- age from the very lowest levels to the eastern and western city. These will be no steam pump, large well or wooden building near the reservoirat Pownal wharf. From each of the pumping stations already tnen~ tioned and the tank connected therewith the sewerage will be pumped through a cast iron pipe to an elevation of about 20 feet on the high gravity area, where it will enter an earthenware pipe of a large size to enabte it to fluw freely with the other sewage pass.pg at the same level into the outlet reservoir.” After giving the engineers’ approximate | estimates of the amount of pipe laying, excavation, stone work, etc., to be done this year, it is pointed out that “it is pros posed to erect en outlet reservoir at or near the head of Pownal wharf, 40 feet by 90 feet irside measurement. This reservoir will be covered with an arch roof of cen- crete, to effectua'ly guard against the es- cape of any foul odors. From this reservoir, running betweea Pownal and Conno!ly’s wharvee, there will be a 26-inch cast iron outlet pipe of length of T00 feet, or until it reackes we out into the channel of the Hillsboro.” [t is further pointed oattbhat about five aud One-half miies of pipe wiki be laid during the year as follows: St. Peter’s Road trom Pleasaxt to Cum~ beriand ‘Streets. The meeting of lobster packers and others interested in that industry held in the Board of Trade Room yesterday was very well attended. Sir Louis Davies, at whore instance the meeting was called, occupied the chair. After the meet ng called to order itwas addressed by the following gentiemen: A, J. McDonald, George- town: Jas. Clow, Murray Harbor; Jobn McLean, Souris; DC Morson, Cardigan; ie had been Danie! Davies, Charlottetown; John Aguew, Alberton; Peter McNutt, Mal-~ peque; C. A. Weodman, Alberton; Ed. Hackett, Tignish; R. A Clark, A:berton; H.W. Longworth, Charlottetown; Samuel Jobnsov, Murray Harbor North; S. KE Gallant, Richmond; W. A. Leard, Be- deque; G. D. Longworth, Charlottetown; Tidmarsh, Charlottetown; Wen. Taylor, St. Peter’s Island; Alfred Higgin - botham,Murrav Harbor North; Jas. E. trant, Charlottetown; David Pigot, Mt. Stewart; Horace Haszard, Chartotte- town; J. H. Bell, Summerside. Mostof the speakers were favoreble to be allowed after Mav Ist, while some favored fall fishing as au experimeat. Mr J H Beil’s remarks are believed te express the views of these in whose tervitory the most dissatisfaction exists. He thought that the best way to protect the industry is to begin fishing after May ane Juneand ‘the first of July, mfter the most of the lebsters have deposited their spawn and there are nosoft lobsters; after that the 'fixh in most localities are pleotiful and of geod quality. But this is not teasible be- cause the packers at the north side will not consent to such a change. All that can be done isto fix a season that will be satisfactory to all." The presemt season ap- pears satisfactory except from West Point to Carleton Head. Except as to this shori tne generai opinion of the meeting points tothe Let duly as the time to<lose. But to the section from West Point to Carleton’ Head the present season is entirely uns estisfactery. ‘This is s.. becanse the har- yest in that eection begins when it ends | on the nerteide. There is no profitable t fishing there wetil about the Sth of July. He had the books of fishermven (0 prove? this. To fix the end of the season arbit- i rarily atthe lth July gave oaly one week,s good fishing to the Egmont Bay section. To further curtail the season tothe Ist. July woald eftectually destroy the industry along this shore. He thought it would be most satisfactory to havetwo seasons, one forall the Island except Egmeuat Bay sec- tion extending from lst Mayto Ist July, and for this section from Lst June to 1st August. After all had been heard Sir Louis thanked those present for responding to his cali. Meviewing the remarks of the various speakers he said he had either to make up his mind to take a rough and realy system such as the one now in vogue, and which, he believed, would fairly well cover all existing circum- stances, ordivide the coast up into dis- tricts of twenty-three, twentyv-4ive or one hundred miles and make a diferent close eeason for each. The Jatter idea, however, he thought would do more herm than good to the fishing industry. Bat be would weigh all the opinions well and give them his best consideration. Sir Louis also made reference to the grant made by the Government for the establishment of an ob-ervatory for the scientific study of lobsters and cther fish I.
