JULY 20. 1951 A Single-Ilnlforlll Army General Eisenhower's proposal for an allied army under a single flag, uniform and command to defend western Europe is one of the most important questions in the world. The step, if taken, would give real- ity to a super-national state and would be. perhaps, a decisive step towards a true world government. It is not to be expected that the na- tions will willingly create such all organ- ization. It would necessarily abridge their absolute sovereignty which has been the goal of free peoples since the fall of the Roman Empire. There is reason to believe, however, that the world has reached a point where the complete independence of individual - countries is no longer an expression of freedom from foreign tyranny. Rather it is a stage of political development which is rapidly passing. Improved communica- tions make the modern world a smaller place to live in than was the England of five hundred years ago. . Established institutions are hard to change but it may well be that the threat of Communist aggression will bring about the change which otherwise would certainly idence of weakness, when in fact it is in reality evidence only of a desire both in London and Washington, not to unleash a display of force the like of which the world has never seen. and in so doing to precipitate World War III. Such considerations suggest that. un- less the'situation gets utterly out of hand in Iran, there will be no immediate or spectacular developments. Rather, resort will be had to a kind of economic sanction which will manifest itself in Iran's inability to dispose of the output of the oil fields and. in consequence, render her incapable of securing the foreign exchange essential to her economic existence. This course of action calls for both time and patience. Those are qualities which the United Kinet- dom and the United States possess in suf- ficient quantities and to spare. Some trifling i conveniences may result, but they will be nothing to the inconveniences which Iran will discover now that her Government has decided that they prefer to get along without the friendship and goodwill of the Anglo-American bloc. An excellent campaign was launched last year through the Innkeepers Association. resulting in a survey being made by an of- ficial of the Federal Department of Agri- culture. This survey showed some twenty areas in the Province where ragweed was detected. - A drive was launched i1 Charlottetown and Sunlmerside ior the elimination of the weed in these areas, and it was the intention to make a thorough clean-up this fall in other suspected areas. In the meantime, the official rating given by Dr. Campagne as a result of his tests at the National Park should be pub- lished far and wide, both by our Tourist Bureau and by the Federal authorities in charge of the Park administration. If Mr. Averell Harriman as his pelsonal en- , l; .voy, to mediate in the Anglo-Iranian oil ; , dispute has not thus far been productive of 1 any very encouraging results. Rather, it 3 A has served only to impress upon the world, '.' both slave and free, the solidarity of Anglo American purpose, and to provide Com- munlst agitators in Iran and elsewhere with excellent fodder for propaganda. The trouble, of course, lies not in any failure either on Mr. I-larrimanls part or on that of the British, to manifest the ut- most tact in the conduct of what obviously are the most delicate diplomatic negotia- tions. Rather, it rests in the fact, now fully apparent, that the Government of Iran. and in particular Premier Mossodegh him- self, are weak and incompetent. The only course that seems to lie open to them, is to maintain an obdurate stubbornness against which the melt Ikilful diplomacy in the world is of no avail. O Acadia and Tracadie are both reputedly forms of the same Micmac word meaning, "here" and the present day Acadians will certainly be able to.,say at their reunion next week at Egmont Bay that Acadia is indeed here and in fact wherever descend- ents of the early French settlers may be. 0 O O The Royal Commission for the Exhib- ition to 1851 has awarded overseas scholar- ships for 1951 to the following Canadians: W. D. Jamieson, B.Sc. (Dalhousie Univers- ity) for research in physical chemistry at Cambridge, and R. H. Hall, M.A. (Univers- ity of Toronto), for research in organic chemistry at Cambridge. 0 O D An essential feature of the co-operative plan is education, and from the many do- velopments of the system here it seems that members have learned that the function performed by private businessmen is not merely parasitic but represents necessary services which the producer, or consumer. must perform if he would undertake to re- place private entcrprise by co-operative effort. in the opinion of Agricultural lviinister Gardiner. the Federation of Agriculturelis a sufficiently strong block to foster and de- veiop fllrmers' interests at Ottawa without the necessity of creating one in Parliament. I-lie principal reason for thus thinking is that in our Parliamentary system, the Government is dependent upon a majority vote in the House, and should a farm block withdraw its support, the Government of the country. its beautiful dwell- ings and prodigious modem barns, has to be watching for the bumps. Want of money, of course. is cause for the hold-up; but why cannot the Government cut down expenses somewhere and have more money for roads? For ex- ample. King Of The Gypsies (Ottawa Citizen) The death of the Gypsy king ill Toledo is A reminder of the ex- istence on this continent of ii people about whom modern society knows little and cares less. Most young people probably have never seen a Gypsy. Their notions about the kind of life Gypsies lead are based on misinformation provided by authors of musical comedies and operettns. It is un- doubtedly a disillusionment to them to learn that I. Gypsy king was named Davis. Ahd this king of the Gypsies may never have seen a caravan or danced about a campfire. In many parts of the United States. as in Europe, Gypsies are forbidden to roam about. Unless King Steve Davis were capable of making it violin cry, he was probably 1 beg- gar. Moreover, his ancestors did not always live in romantic Romany. Gypsies were once found only in India. About 1300, they began to roam from India through Iran to Armenia. Syria, Egypt and North amen! By i500. they had reached Europe. Those who continued to roam about retained the physical features of their ancestors-dork curly hair. large black eyes. and swsl-thy skin. They retained also their customs of b lding feast days and ceremonies; their lang- uage, which is based on Sanskrit; and their habit of stealing other people's possessions. Those who ceased to live in caravans came to resemble the people of the countries in which they settled. Only small numbers came to North America. At first they engaged profitably in horsetruding and blacksmithihg. Now. in o mechanical age. some of them fol- low country fairs and carnivals; others are beggars.
