An- SATURDAY, SEPTEMBER 18, |909. It may be that there is an increase of insanity in all civilized countries, due to the greater stress and strain of modem life conditions. It is cer- tain that in England and Wales there .ls is more rapid growth in the num- ‘ner of the insane proportionately than in the number of those of sound mind. Utiicial figures show that the number of the insane has increased by 250 per cent in fifty years past, while the growth in the general popu- lation has been under 82 pen cent. This would be an alarming contrast ,were it not in large part easily ex- plsinable. The enormous outflow of emigration from the British Isles flun- ing fifty years past in large measure ,accounts for it. The sane and the healthy migrate to other lands. The insane, for obvious reasons, remain |'uel1lrid. For that matter, they would not ne permitted to land in the Unit- .ed States or Canada. All countries from which there is a large emigra- tion. including our own Province, suf- fer in this way. ’ l lt ought also to be u`user'\'eri that iiu part the increased number of the 'l`he Patriot now admlits that the `_ . _ . charged, rightly a charge to capital. In regard to the steamship subsid- ies this observation applies: The ,subsidy to the Steam Navigation company for mail service. one half of iwhich or $0,250, is included in the ierbalanced by the post office receipts, as had been previously shown. Yqars ago the hann- less insane and a host of the feeble minded, who are now gathered into the asyrlums, were at Iange, in their homes or wandering about. Now allr the insane and unfit are counted where formerly but a part were count-i ed. ' Again, the blessings of medical and sanitary science have been extended to the insane as well as to the sane. ,In the bedlams of the old time, with hirTd treatment, frlghtlully unsanitaxyi conditions and surroundings, and with no useful medical treaiment, the mortality was enormous. This, rapidly reduced their number. Today -in our lunatic hospitals the lives of many of these unfortunates is pro- longed, and in some ‘forms of their nialudy their chances of surviving to old age is almost equal to those of the sane. For these and other rea- sons we are led to think that the statistics printed from time to _'time showing the rapid increase of insan- ity, may give an impression that isl largely incorrect hotb in England and Yn this Pnoviuce. 4 ir, T7 If l-'uv _ff " f (/ (__, _ *wn.
