I Sir Edward Grey in his reply to the Chancellor con-
fined his attention mainly to this question. taking account
,both of eoiiteiliporary and historic fact. He recalls that
`,\\'l'ien the European situation first became ominous the
British Covernlueut asked France lf, in the event of hos-
itilities with Germany, she would respect Belgian neutrali-
ty. The French Government gave assurances on this
point, promptly and without equivocation. To similar in-
‘,quiries the German Government replied that the invasion
`ox' Belgium had been decided upon as a national necessity,
and repeated to London the offer made to Brussels that
as a. coiiipensatioii for the admitted wrong Germany would
restore Belgian sovereignty and pay a money indemnity.
Tliesc are the undisputed points in a case upon which
most people are quite capable of passing judgment with-
out special pleas on one side or the other.
The historic side of Britain's relations toward Bel-
gium is reczillcil in the reference to Bismark’s immediate
response to Mr. Glodstone's request that both France and
Prussia should enforce the London treaty of 1831 by nego-
tiating a new agreeinent with Britain to respect the neil-
iriilliy of Belgium. _-xt that time, as Morley points out in
his biography of Gladstone, that statesman was aware of
the draft of a secret treaty proposed between France and
Prussia in 1867, uridcr which Prussia proposed to allow
France to absorb Belgium in return for Prussian freedom
of action in other quarters. It was primarily to guard a-
gar st thc French attempt to invade Belgium which this
compact disclosed that Mr. Gladstone when war was first
tlireutened between Prussia and I-`rancc. proposed to hoili
Powers a strengthening by special agreement. of
the neutrality guarantee of the London treaty. Bismark
for Prussia promptly gave an assent. and it is interesting
to remember that when, after Sedan. he sought a moditica-
tion of the compact for the purpose ot' removing German
wounded from France to Prussia over the Belgian rail-
roads, his request was withdrawn thu moment Mr. Glad-
stone reminded him tnut the placing ot Belgian railroads
iiiiilcr Prussian control, ever f`or liumanc purposes, would
violate the spirit of thc old treaty and the new convention.
France joined with Prussia in agreeing to respect Belgium
but delayed her assent to the neutrality pact; until after
the Iiattlc of Woerth. .
The ablest of the German advocates, Dr. Bernhard,
Dcrnburg, has attempted to show by a detached quotation
from Mr. Gladstoni-'s speech delivered in the House of
(`onin1ons on August 3, 1870, that in spite of his (Mr.
Glu.dstonc`s) connection with thc Anglo-Prussilili-Frcncli
agreement. he held but lightly the responsibility of llritain
for Bclgiunfs socurity. Mr. Gladstons‘s position :ind thc
position of his country on this issue are to be determined
not by isolatcd quotations, but by the established facts of
diplomatic ilcalings in which l3ritain's attitude toward
Belgian neutrality was clearly defined. I3ut'if any doubt
exists as to Mr. Gladstone'a personal feelings in the mit-
er, or concerning thc policy of his Government, it will be
' dispellcd by ii rcfcrmicc to the Iettcr he wrote to that omi-
nent pacifist, John Bright, who fearetl that thc Government
was gctillig in "too deep.” ()n August 1, 1870, thc premier
wrote to Mr. Bright: ' _
Altlioiigli some members of the ('abinct were inclined
on the outbreak of this most miserable war to make
military preparation, others. Lord Granville and I among
them, by no menus shared that disposition, nor I thinl-1 `-vas
thc feeling ot' Parliament that way inclined. Ilut thc pub-
licotion of thc treaty (the secret treaty between Friiiico
and Prussia) has altered all this, ami has thrown upon us
the necessity either of doing something frosli to secure
Belgium or else of saying that under no circumstances
would wo take any step to secure her from absorption.
'This publication has wholly altered the feeling of the
llouse of Commons, and no Govcrmncnt could at this
moment venture to give utterance to such an intention ii-
bout Belgium. But neither do we think it would bc right,
even if it were safe, to announce that we would be either
case stand by with folded arms and see actions done which
would amount to a total extinction of public right in Eu-
ropc. -
Mr. Gladstone wrote to Mr. Bright on August 4, as fol-
lows:
Now, thc sole or single-handed dcfencc of Belgium
would bc an enterprise we incline to think Quixotic; it
thcsc two great military Powers combined against. it, that
coinbiiiation is the only serious danger, and this it ls
which by our proposed engagenicnts wc should, I hope,
rcndcr improbable to the very last degree. I add for my-
self this confession of faith. If the Belgian people desire,
on their own account, to join France or any other country,
I for one will be no party to taking up arms to prevent it.

This is thc historic side of thc llclglan question to
which Sir Edward Grey refers, but which he does not dis-
t-uss in dctail. A brief examination of the case, as it is
presented in Mm'lcy'n "Life of Gladstone," will show that
thc present attitiidc of Britain in ri-gard to Belgium is in
cvcry way consistent with that adoptcd by her government
in 1831, and again in 1870.

for the British cause was given the other day, says an ex-
change, when the Royal George was nearing Quebec A
subscription to the Canadian Patriotic I-jund was taken up
among the citlzcns of the United States who were on the
passenger list and $1,200 was realized. These people were
just rt-turning from being in close proximity to the strug-
gle and they were in no doubt as to which side they wish-
ed tn win. ln thc face of what they had seen the presi-
dcnt's neutrality proclamation counted for nothing.

secured 15 unrelated Karnkule rams
And 6 unrelated Karakule ewes. This
establishes the Karakule industry in
America, as blood lines have been
secured that wiIl‘prevent inbreeding
for at least twenty years. It will not
be very long now before American
people will be able to secure the
famous Persian-lamb and Astraclian
furs. which names are applied to grade
Karakule lamb skins. (Knrakule rams
crossed with numerous long wool-
coiirse wool domestic breeds of Asia
and Southern Russia.) The animals
were carried on camels to the nearest
railway station. which is New Bok-
hara in the Khanate of Bokhara, \Vest
Turkestan, and from there they were
shipped on the Central Asiatic Rail-
way, via Samaarkant, Tashkent, Oren-
port of libau on the Baltic Sea. Not
only did the doctor meet with great
difficulties in gettingthe animals out
oi' Bokhara, bitt the same was true in
getting them out ot' European Russia,
as both Russia and Ilokliara prohibit
the exportation of these animals. Only
in consequence of the chaos resultant
from the dt.-clarnlion of war was Dr
Young able to get the sheep on the
Russian steamer Dvlnsk. which was
the last boat that left any Russian
port for America, Two days after
the boat had left, the Germans bom-
barded lilbau and the doctor expected
that thc llvlnsk would be captured
and that the percious animals. on
which thousands of dollars had been
expended. would find their way into
the sausage pots of the hungry Teu-
tons. The sheep are iio\v in quarantine
in llaltlmorc, thc doctor having, prior
to his departure, secured permission
from the United States quartintlne
officials to bring the sheep. to the
States. It is against the laws of
Camilla as well as the linitcd States
to import live stork from Asia, in view
of’ the many dreadful diseases existing
thc-re; this explains why several herds
have been slaughtered by thc Canadian
authorities this summer, and why ro-
cently a herd, which had been brought
out of lduropean ltussla, was refiisctl
admission on Prince l~ld\vard Island.

but the German languages in such

son. children thrown out of windows,
rich Russian ladies dragged from
their automobiles by the hair, ami
stories of’ raplne and murder were
told by everybody. People' whose
veracity no one would question and
personally known to me vouched to
the truth of many tales told me; and
I fear that it will take the Germans
a long while to overcome tho prejudi-
ce now existing against them by ull

ed condition, and after registering
