P. BLAKE, Convener. € R SMALLWOOD, Seeeeeney. THE DAILY EXAMINER AUGUST 14, 1908, SS otallinenaD CAUSES OF EXPANSION. THs morning organ of the Government is at pains, just now, to abstract from the Canadian Year Book certain figures showing that Canadian trade has expand- ed within the past three years. The real causes of this expansion are : (1) the trade of the world at Jarge has been particularly active ia the pact three years ; (2) the Censervative government opened up the great Northwest of Canada by mer.ns of the Canadian Pacific Raiiway and improved canals, both of which the gentlemen now in office opposed with all their might,—and thus, brought the’greater part of Canada within the ephere of the world’s commerce; and (3) The Liberals now in Office have maintained Canada’s National Policy, established by the Con servatives in the face jof their continous Opposition, though they stood pledged to abolish it when they obtained power. ~The men in (fice riding the Protection horse through the length and breadth of tbe lend makeufair showing consider- ibg that the horee was stolen; the Conr servatives, who own the horse, would, however, have done much better under the existing favurabie conditiuns. <—— A mile GOVERNMENT VS. Gea Our BICYCLE LIVERY = — a - A em THE DAILY EXAMINER CHARLOTTETOWN AUGUST 14, r900. aad ss AN “AN EXPLANATION NEEDED. oa A few days ago Lieut.- Colonel Herch- mer was dismiseed from the command of the Northwest Mounted Police. Now we hear that the position bas been given to Superintendent A. B. Perry,—although there were three other officers senior to him. Oneof these was the second in command, Lieut.-Colonel Meliree, age fifty-one, thirty years in the force,—a man who rose by force of merit, from tbe ranks. Superintendent Gagnon has been in the force eight years longer than Perry, and was mate a Superintendent two years before Perry, and Superintendent Deane cnt, { was appointed a year earlier. ' theee gentlemen—not to speak of Lieut.~ : > Colonel Steele, who is sow in South thas been a year longer in the force, and But a’) Africa— bave been passed, and Mr Perry bas been given the office and the hovor over their heads. Commenting upon this case the Ottawa Journal says: “The Government owes an explanation to the country for the promotion of Major Perry over his seniors. A weakness and curse of the British army, a8 the present camprigo in South Africa bas shown, ia the officering of an army by social or monetary or political “pull” rather thus by military merit. Asarule, the best officer is certain to be the soldier who rises from the ranks by merit. Do we intend in Canada to make our defence force 4 matter of business in which merit shall tell ag it should and genera'ly doee in any other business, or do we intend to copy the “pull” sityie? Ifibe latter is mot the case in the promotion of Major Perry over the heads of other cffice rs let people bear the reasons why he is better than his seniors-” NOTES AND COMMENTS. —Nine Victoria crosses have already been awarded for gallantry on the part of the British soldiers in South Africa. —It bas been we!] remarked that the corn business, from which the farmers of this province have suftered co much, is a blunder which eny man with bueiners knowledge would have avoided. —The Montrev] Gazette remarks that the Conservatives have the etart .m ante election activity, and the start counts in such acase.
