It is now known that the horrifying details of the massacres of the foreign legations and colony at Pekin given forth recently were pure fabrications of the sensational press. But this knowledge is coupled with the fear, amounting to a probability, that a tragedy quite as fearful as that imagina- tively described has actually occurred. It is improbable that any of the foreign Ministers at Pekin are now alive. If they are living, why are they not permitted to ernments? The communications from Li Hung \Va.shington have the same story. Probably no one of the European powers would care to have their wrongs redress ed wholly by the veneered semi-barbarism of Japan, and most of them would not like to have Pekin captured and China -humiliated mainly by force of Japan and Russia to- gether. All the powers are naturally fan- xious to assert their power, redress their national honor and avenge their wrongs at Pekin by means of their own forces. It would not sustain or enhance the ‘Jprestige of Britain, France or Germany if aRussinn, or Japanese army were to speedily capture Pekin. That she attained a speed of 24.65 knots is taken _as a promise of even a better showing on her speed trial later,beca.use at no time to-day was she under forced draught.
