The report f is an improbable one inasmuch as no mention was made of any claim for damages in money at the time of signing the peace protocol. There is already an outcry for a reduction of the war taxes in the United Sta‘es. It seems that the to- tal cost of the war was not more than $235 000,000, and as there was a. special bond issue of $200,000,000, there is no longer an excuse for 'taxing everything in sight “from patent medicines to bank checks and from express packages to telegrams." (V The enthusiasm of the French pew ple for the Russian alliance has sud- denly subsided to a very low ebb. It is now quite #apparent that they had cherished the hope that by the aid of Russia they might regain the lost provinces the Rhine. With the proposal of disarmment that possi- bility has faded out of prospect and all the glory of the alliance has gone with it.
