Ihnlr Walker. “The Strongest Memory is Weaker Tim: the Weakest Ink.” SATURDAY, OCTOBER 5, 1948 Fire Prevention Week By proclamation of His Excellency the Gov- ernor General, Fire Prevention Week will this year be observed during the week of October 6 to I2. If ever there was need for such ob- servance, that necessity has been amply dem- onstrated by the trend of fire losses, in both life and property, which have occurred during the past year. The loss of 391 lives and $42,000,000 property damage by fire in I945 should stiri every Canadian out of complacency which threatens our national economy. Appeals to individuals to prevent fires on a otrlctly abstract basis seem to have had little effect. More often it is only when a person's pocket-book is affected that he begins to sit up and take notice. It is obvious, therefore, that unless the present trend of increasing fire losses can be checked, fire insurance companies will have no other alternative than to increase their rates. This statement is made on authority of the Dominion Fire Commissioners, Ottawa. In l92l, the average rote per $l00 of property against fire was $l.ll and, in I944, it was 67 cents. In the face of rising fire losses, it is a question how long the insurance companies will be able to operate successfully on these low rates. The people of Prince Edward lsland with an estimated population of 92,000 lost $257,- 504 in fires last year of which $103,563 was uninsured. These figures have just been issued by the Prince Edward lsland Board of lnsur-" once Underwriters to call attention to the appalling wastage caused by fire damage. Losses in Canada as a whole last year were nearly 50% higher than in 194i and, while Prince Edward lsland losses remained practic- ally stationary as between the years I941 and I945, the per capita loss of $2.79 in I945 f8- veals the burden carried by the people of the Island. Fire prevention measures are largely a matter of common sense. Heating equipment, electrical equipment and other potential sources of fire should be carefully checked over._ _Na risks should be taken from spontaneous ignition, which is possible in many substances under cer- tain conditions. Fires from the careless dis- position of cigarettes and matches are so pre- valent that too great care cannot be taken in this respect. On the farm, it has been found that there are eight major causes of fire. These are: defective chimneys and flues, sparks on com- bustible roofs, lightning, spontaneous ignition, matches, gasoline or kerosene, heating equip- ment and electrical wiring. With just ordin- ary care, fires from these sources can be‘ re- duced or entirely eliminated, even from light- ning. A well-rodded building is considered 99 per cent immune ta lightning. A farmer can supply his own individual protectionby the pro- vision of approved extinguishers, pails and bar- rels of water, hand pumps and ladders. With the development of motorized apparatus and, good roads, he is in a fair way to receiving pro- tection on a community basis. Distance, how- ever, is still a great disadvantage when it comes to providing rural protection. Fire prevention can only be brought about by the individuals responsible for fire hazards. This brings the question right down to the homes and places of business of every person. A Million Tons Investigations are being made in Orkney into the resources of sublittoral weed, a more valuable and prolific type of seaweed growing under water and difficult to harvest because it does not float when cut and is usually in- visible from the surface. A survey of Orkney waters from the air and by the Association's boats has revealed that an earlier estimate of a possible million-ton development of under- water seaweed in Orkney is conservative. Pra- vided suitable harvcsting gear can be devised, says th Association, a sizable industry should be capable of development. The wide range of potential uses to which llginic acid and other chemical constituents of weed can be put points tho way to an Increas- ingly important Scottish industry, reports the Association. Demand for alginic acid is at present so great that three factories are now operating on the West coast, and one in South Uist. An effort is also being made in collabora- tion with the Rowett Research Institute and Read- ing University to determine the food value and digestibility of seaweed for sheep, pigs, and poultry. A large house has been purchased at lnveresk by the Association, and is now being equipped to serve as its headquarters and to house the engineering, botanical, and chemical staff. The Patient Taxpayer Will the income taxpayers of Cqriqdq gygy got mad enough to go on strike? asks an ox- chonge. Such a strike might stipulate, tho writer suggests, that no income tax would be pold until the government had substantially re- duced its expenditures and its employees; also that tho fox-free income of ordinary citizens olioulil be on o parity with that of members of parliament. "When one soot o normally kind and even- tomporod moo looking o: if ,ho wor: ready to likelihood l: that ho has lost had e lottor from tho income to: dspart- Ioot doinoodlng further poymont o: hi: i942 income tax or else," says on Alberta editor. "The income tax racket is a crushing burden on the people of Canada, immensely aggravat- ed by the fbct that officials in this form of tax collection are years behind in their work. It is taking very questionable advantage of ordinary citizens, to expect them to dip up the data of four years ago. If they cannot produce exact figures an labor employed (much of a transient nature) and on the most minute transactions then they are held liable, and are subject to de- mands which are regarded as unjust and are resented by honest men. "Entirely too often the department by’ sheer persistence and threat, beats down the spirit of its victim to the paint that the extra amount demanded is paid rather than contest- ed. But payment is made merely to preserve per- sonal sanity not as an agreement that the debt isiowed. "The curious thing is that men who are mercilessly hounded by the Income Tax depart- ment are men who have earned top rating for scrupulous honesty in all their dealing through their whole lifetime. No one in their home com- munity would have a moment's doubt that they would turn in an honest statement in respect to income tax and that they would pay every cent they believed that they owed. But Ottawa ap- parently has no such honesty rating to go by. Every man seems to be regarded as a potential ovodor.“ _ l- EDITORIAL NOTES a One consolation stay-at-homes have these clays is that they run little risk of becoming vic- tims of airplane disasters, railway collisions, shipwrecks, or automobile accidents-unless, of course, they happen to be unfortunate pedes- trians run down by furious or drunken drivers. d‘ >l= One highly successful business firm, which devotes 75-8096 of their advertising budget to daily newspapers says: "Newspapers have been the pillar of the company's advertising pro- gram throughout 50 years." . d‘ >1‘ >1‘ Ownership and management of the well- known New Glasgow Eastern Chronicle has pass- ed from the Fraser family to Major James M. The special products board at Ot- tawa disclosed that it has bought I3 carloads of newly-laid eggs for shipment to the United King- dom. Normally, fall eggs for export do not came freely to the board until late November or December but this year the hens are laying earlier. As the board's paying price is below the wholesale prico ceiling, it can buy eggs for ex- port only when there is o surplus on domestic markets. The surplus has developed at a rec- ord early date because last spring poultrymen increased their purchase of chicks. ‘It i ‘k Q Swift Canadian Co., Montreal, lost 3,500 lbs. of butter through burglary this week.
