But the Wit- ness does not think that Canada will get any abier or better men ‘for Premiers or Ministers than she. has had by remunera- ting them bett,er.Nor would she get worse men if the scale of salaries were more liberal. But says the Witness righteous- ness requires that remuneration should bear some proportion to responsibility and to the standard of ability required. WESTLAKE BRO ff' SESS current-are iiisuilhieiit. Compared with the great nation beside us Canadian salaries are not onlglisiitlieient but ample. The Republic has fifteen times thepopula- tion of Canaria, is ninety years older than the Dominion and far surpasses this country in the amount of accumulated \ve;iltli. The United States has probably a liunllrel millionaires for every single millionaire in Canada, and yet the scale of remuneratioii for the high political, Governmental and _judicial positions of the nation is no higher than with us. Surely the talents required and the res- ponsibility incurred in such positions at Wiisliingt-on are not less than in like positions at O:tawa.. For nearly 10') years the salary of the President ofthe United States was but S2-3,000. It is now $50,000, which is what we have paid our Governor General from the first. \Vhat it costs to maintain the Executive Mansion and Rideau Hall re- spectively we need not now consider. There are only eight members of the President’s Cabinet, and they are paid $8,000 each. Canada piys her Premier $3,030 and twelve other members of the Cabinet $8,- 001) each, including of course their pay as members of Parliament, which the Wash- ington Ministers do not receive not being members of either House or Senate. Thus the Cabinet salaries at \Vashington ag~ gregate $234,000 and at Ottawa $105,000. Thus we ply Sll,00) more every year in Ministerial salaries than is paid at \Va.sh- ington bya nation whose people are fif- teen times as numerous as our own. Forty nine state and territorial Gover- nors in the lfnited States receive salaries raiiging from Sl-300 to $l0,000 each. Only three, the Governors of New York, New Jersey and of Philadelphia receive the higher figure. The average over all is a mere fraction over $4,000. In Canada the pay of provincial Governors ranges from $7,000 to Sl’),0)J each. Texas, with a population of over 3,000,000 pays her Goveonor $4,000; Missouri, also with over three million people pays $5,000; I1- liuois with 4,821,550 pays $0,ll)0; New York with 7,288,000 people pays her Governor $10,000. Cimpare this scale with the Can- adian, where the Governors of three or four provinces ranging from 1l0,(l)0 to 320,000 receive from $7,000 to $10,000 each. The pay of members of Congress is con- siderably greater than that of members of the Canadian Parliament, for the obvious reason that sessions of Congress last so much longer, that many members find it convenient to reside entirely at the seat of Government. In the State Legislatures, Ch”`1°t'tet'°“'n' however, a large majority of which only EEEEHEHEEEEEI if t WE 8 __ 1. The rate of daily pay ranges from $l to $8. the average of thirty six states where members are paid in this way being $4-50 per diem. ln addition the fact that a majority ofthe States li»i\".‘ lo' law lim- ited the length of their le;.ri.~l.tr ive s.-ssions must be considered. Sonic thirty stats s have done this,pli1cing the niinibe r nf :lays at from 30 to 150, the avei°:i;,.>;e of the limit being 00 days. There are a few States which instead of paying by the day give their Stat-e L »gis~ lators an annual or a 'scssional salary. These range from $130 in M iine,to $1500 'n New York and Pennsylvania, the ayeraize of this class being $700. In all the Union the average pay of State Legislators is considerably under $400 ner session. In this iiel'l the pay of members of our Provincial Legislatures averages higher than the corresponding positions. As we pointed out in a previous article the tendency in Canada has been steadily to- ward an increase of enioluincnts to the representatives ol the people. _-tn increase at Ottawa has been followed by a like in- crease at Toronto, Quebec, Halifax and Fredericton. \Vhere is this sort of thing to stop? The people have not asked for such increases and we think they ought not to tolerate the “silary grabs" that are being made with a. soinewliat alarin~ ing frequency. _ i-___.i_.___l..
