In accordance with the Certified Seed Potato Regula- tions each grower who applies for inspection of his crop for seed purposes shall be required, among other qualifications, to supply proof of the planting of seed of the Foundation class in the field for which inspection is requested. All other growers shall be required to supply proof of the purchase of certified seed used for planting the potato crop.
