P. BLAKE, Convener. € R SMALLWOOD, Secretary. A SCRIP SCANDAL, (Montreal Gazette.) The latest issue of half-breed scrip ip the Northwest seems to have been attend- ed by all’the ecandals that this sort of grant developed in the past and by some ofitsown. The principal beneficiaries of the travsaction were not the half-breeds, but outside epeculators, including some prominent Liberal politicians. When the Territoriis were taken over by Canada, certain lands were set aside for the benefit of the half-breed residents, including the children as well as the adulis. Later it was found expedient, in 80 far assome of the balf breeds were con- cerned, instead of alloting them lands iu a particular section, to give them scrip, which would be received by the Govern- ment in parment ‘or public lands, wherever the bulders selected them. Tbe allotment of land was not necessary -to secure. the half-hreede farms. The granting of scrip iv- atead of land was a leas advisable proceed- ing. It is doubtful if one recipient out of the ten used the scrip te pay forland. It fell atonce into the hands of speculators who followed the distributing commission- ers from plece to place, and who paid for it anything from 25 to 50 per cent. of ite face value. Every issue was, indeed, scandal, that left the half- breeds just where they were, and enriched Only the gang of sharke who bougbt it from those it wae givea to, By an order- inecouncil the late Government undertook to end the business, and it was decided that no half-breed claims for land or scrip would be admitted uclees made ‘on or be- fore May 1,1886. Those only who were boro in the country before July 15, 1870 the date of taknig over the territory, were to bejincluded. Whenjthe late Goverament went out of office the matter was regarded as eettied and an unprofitable business, ended, There were too m ny possibilities 1m such issues, however, for statesmen on the make to let them cease, if they could be kept up. Mr Sifton was bronght to see that there was need of more scrip, and last year an erder-in-council was adopted which provided not only for the iseue of ecripin what is known as the unceded territory, Athabasca and the Mackenzie River district, but for an add tional grant in the older Northwest as well. This last graut of scrip is made to all children of half-breeds born up to the end of the year 1885, thus putting them on a footing su- perior to the white settlers, who had been bripging up families and developing the country while tie balf-breeds were lament. ing the departed epportunities of their old half savage life, About a million and a half dollars, it is stated, will re. presen! the issue, most of which will go into the pocketsof half a dozea men, two of whem are old associates of Mr. Bifton, ard one a Liberal member of Parliament. These bought the scrip at 374 cents on the dollar ; they can turn i: into the Government in payment for land at 100 cente on the dollar. For each $240 (a child’s share) the iasiders pay $90; their prospective profit is $150 on each purchase. Mr. Davis, the Liberal M. P. for Saskat. chewan, whose name was mentioned in the connection, said: “I do not tnink 1 am deterred from buying ecrip if anyone wants toseliit to me,solong asTI give value for it, andI do not think it is a matter what the hon. gentleman sho.ld bring up in the House.” Mr. Davis, be. cauee he is a member of Parliament, should not be deterred from buying what others have to sell. It is the circumstances of the selling that create the bad impression. By an unwarranted and useless issue the half-breeds were given for land they did not want scrip thet will be turned into treasury as representing $1,500,000 in cash, but for which they received only about, $560,000. . The $940,000 goes into the pockets of men who are not balf- breeds, but who knew where to be when the halftsbreedé ‘wculd have the stuft to sell, The whole thimg-reeke of Siftoniem. ie —_- Troops Suffer From Heat. They show that in the countries of the Southern hemisphere which are commonly ic c'uded in statements of the world’s wheat crops, the production will hardly fall less than 160,543,000 bushels, This is 10,000,000 bushele short of last year’s production. Australia ood Chiliare the only countries showing any ma‘erial reduction. The crop in Argeotine last winter is be- lieved ‘o be about 105,000,000 busbele, about equalling last year’s large figures. In 1898-99 Urnguay’s wheat crep ex- ceeded 7,000,000 bushele, The only de- partment of Uruguay yet officially repori- ed baea crop over 8 per cent, amalier ‘ban the previous, year and the total outturn may be below the average. About an average crop is indicated, with generally good eondition in Italy, Switzerland aod Spain.
