It was found that there had been a rise of 48 per cent. since 1900. while retail prices of more than thirty staplearticles of consumption advanced 40 per cent. Rents increased in this period from sixty to seventy per cent. Statistics are submitted to show that the upward movement was not confined to Canada. but wah world- wide. The report dlspoaes of the theory that responsibility for iiic-reused prices rests upon the cuetomT tariff. This, the commissioners says, is a tax paid lu part by this consumers and iii part by the exporter. Without the-se taxes others would he necessary. The wmmisaioners point out that the greatest advance has been made in commodities which are least affected by the tariff'or on which there has been no tariff increase during the period under review. Sullivan, President of the Fund, in presldlng,,to take into consideration the suggestion that February 29th, 1916, be set aside as a day on which an extra effort should be made to augment the Fund by a contribution to it of that day’s earnings and income of everybody in the province. The meeting was a splendid example of the patriotism of the merchants and employers of labour of Charlotte- town, who devoted not a little of their valuable time to discussion of the sub- ject and spared no pains in arriving at a conclusion which will no doubt be entirely satisfactory and result in con- siderable benent to the Patriotic Fund. The movement will embrace the whole province, so that the 29th instant will be a day of interest to every person in Prince Edward Island. The chairman. in opening the meet- ing, announced its object. it was not a very large meeting, he said, but it was a. very representative and intliien- tial one. It had been called by the corporation known as the Patriotic Fund Committee for the purpose of considering a proposition that had been under the consideration of the Fund for some short time. That pro- position was this: that as this was a leap year there was one dey more than in last year or the two preceding years. and it had been suggeseed that every person should give his earnings for that day to the Patriotic Fund. it was the desire that this should be made as general as possible. Asthey were no doubt aware, the clergymen not only of Charlottetown but of the entire province had been asked to render their assistance in order to augment th.e_ Fund, and circulars had been sent to all the clergyman. The amounts coming in from the country were con- slded, were: His Lordship Mr Justice Fitzgerald, Colonel ll. H. Campbell, Messrs F. l't. I-leartz, W. K. Rogers, li. V. Buntain, Edwin Aitken, lt. ll. .siderable, and he would say generous; and he thought a very considerable sum on the whole would be realised |from that source. Only yesterday $131 was received from the eastern part of the Island, a small but very patriotic parish, and what was pleas- ing and satisfactory was that it was not confined to half-a-dozen persons. but everyone gave his dollar or 50 cents as the case might be, so that it was fully representative of the people. lt was not proposed that any action taken in regard to the special scheme of the 29th February should in any way interfere with the action of the clergyraen throughout the country. His Lordship then submitted the sub- ject to the meeting, suggesting that a strong committee might be appointed to take action in the matter. BA general discussion then followed. Mr Jas. Paton said that so far as the dry goods business was concerned. February was one of the worst months of, the year, and it was doubtful whether there would be any net pro- fits this month. Mr L. E. Prowse wagof opinion that as the 29th February ould be an odd day and as they might not have another such chance again to help the cause of the Empire, they ought to put forth every effort to make a success of the present scheme. llc did not think any of th-em had yet given to the point of sacrifice, and they should go into this matter heart ; and soul. __ I (Continued on page three.)
