If this parliament chooses to authorize the Governor-General in Council to make another proposition then it is very clear that the minds of the two Governments cannotagree. It is very clear that there is no authorization on the part of the Government of Prince Edward Island to accept the proposition involved in this bill.” If,therefore,the Island Government have entered into an agreement in the terms of the Federal Law they have done so with- out legal authority. That is Mr. Bell’s view; and he isa lawyer anda strong Liberal.
