We cannot expect the Government of ('a11ud11 to go to c-norinous expense in get thruogh with them, and by the time we were through with the reso-‘ lntions from thc Opposition there was-I ies or any other resolutions, and the iiouse was more anxious to adjourn than to consider any further ques-| tic-ns. But I may say that we are not strictly bound by resolutions; that we do not wait. when we wish to dr, anything, for this House to pass rcsc-lutions. We have been acting in thc matter of the fisheries. Per- sonally I have taken considerable in-. forest in the subject. l have on se-l 1 technical education for fishermen 0 before thc Commission of Conserva- tion. and i had the pleasure, about a year ago, of listening to 1-1 very inter- esting papcr on that subject from Dr. Robertson. who is known thrc-ugh# out this provincc. We have also ta- ken up the matter with thc Depart-_ ment oi' l~`ishcries. and I am glad io say that they have done something. You know of tim' experiments that ting -the habitat. oi’ tl1o herring. For several seasons thcrc has bccn 11 driftcr on the shores of thc Maritime Provinces locating those places where _ the herring is tc- be found. Moreover, as hon. members are aware, Mr. Co- wey, of the Department of Fisheries, has done a great deal of good by in- troducing the Scottish method of cur- ing hcrrlng. and also the Scottish mc~ t _ i hods of preparing thr, containers for tho herring This has had a splen rid result and has brought up the prices of herring from a mere nominal figure to as high as $14 and $15 per barrel. The statement has also been made that we should take some steps to have cold storage for flsl1 in this province. Weil, there is a cold storage plant here. iIni`ortunateiy. however, we have not reached that stage in this province where we can make use of cold storage for fish. Anyone who knows anything about fish knows that, in order io preserve it. you must not only put it in cold‘ storage immediately, but you must al- so have it in cold storage in transit. Tiiere-fore. if you put fish in cold sto- rage in this province and then have no cold storage across the Strait and on the other side. your cold storage in this province will 111.- of very little- usc. When the Cai' Ferry is lu op- eration, however, and you have your cold storage plants here, you can re- move your fish from cold storage. put it on the cold storage cars and have it. in transit all the way. at freezing temperature. ln that way cold stor- age in this province will he of benefit. but until the Car Ferry is ln opera- tion. it would =be of very little use to have cold svrage here for fish. THE LOBBTER EMBA RGO-THE TRUTH. . Something has been said about the embargo on lobsters, and thu ques- tion has been asked: Why has not something been done to have this embargo removed? Anyone who resdstho dail press with intelligence knows that SOMETHING HAS IIGN DONE. The matter was taken up immediately by the Minister of Trade and Commerce and also taken up b_v‘ the Ministers wha are now oversees, ‘and as a result of the representations which were made, permission has been granted to export dfty per cent. iliauguratiiig u (`ar Ferry and widen- ing the gauge oi’ the Prince Edward islami railway, and still have other "me or no time to discuss me. fgsher-_ boats between this province and the mainland; and I am ol' oplnic-n that if we push this too far the Minister of Railways will say: "You cannot satisfy those- people: we have done a great deal for them and still. lik., Oliver Twist. they ask for more.” i repent that it may injure the pro- vince il` we push this matter too far. by delaying the widening oi' the gauge of the railway; and my advice to those who are creating this agita- veral occasions brought the question' i-|011 Willlld UB 10 80 SIOWIY- If 1101116 0. . _ ther than the Car Ferry are a com- mercial proposition. let the question be taken up as a commercial outcr- prise. THE OYSTEFI INDUSTRY. The Government have also been at- iackcd cn the-ir efforts in connection with the oyster industry. it has bccn said that this enterprise was 11. failure. i am quite ready to admit it has been 11 faliurc, and that failure is dur. to several causes. It is dur. for one thing. to the fact that some who embarked on the enterprise ra- ther hit off more than they could chew. They did not realise the fact that they embarked on a11 enterprise without sufficient knowledge of that enterprise, and they did not take the trouble to inform themselves propor- iy as to what they should do. it fail- ed for the reason that sufficient cn- piial was not put into lt; it failed for owing to the war; it failed owing lo some unknown disease that has al- iacked the industry; and it failed chiefly from the fact that our friends on the other side from the first work- ed up .sn opposition among the fisher- men,-and that opposition has hull more to do with the failure of the in- 1iu~=tr_v than anything else. Now. we have been accused c-f having dons nothing to ascertain what the disease was that attacked the oysters. THIS IS NOT SO. The moment the atten- tion of the Government was brought. to the fact that such a disease exis- ted steps were taken to ascertain what ii was. Personally, i commu- nicated with the Bic-logical Depart- ment in Ottawa; they asked for sam- ples oi' the oysters. Those samples were obtained, and the matter is now under investigation by the Biological Board. Some persons have stated that the disease was brought hers through American oysters. That may or may not be: l sm not in a position io speak; but the fact that the disease was found among oysters that were far removed from places vrhcrc American oysters had -been placed. would go to show that the assertion is not founded on fact. The disease was found in places in this province where there had never been imported an American oyster. How- ever. what I wish to say new is. that from the very first we have taken steps to ascertain what- this disease was. it ia g. peculiar fact that di- seases attack fisii the same as they attack human beings. An epidemic appears and passes, leaving no ill re- sults. lt is well known tiilt only a few years ago a disease attacked the lierrings on our shores. and millions of herring were found dead or dying in the waters, and the shores were lined with them. Nobody seemed to of the catch of lobsters. which is all . sveiasisw-_ian . __, 'f- . ,. 1517 ._ . ‘if "="=1< "15- -..-...“A1-_ .111- iii 1;: iL":"11 .-_. __. 1 1-: 11- fi' , .. 1- . 1? z=`_-EI* ,-1, ,'-, &._ Q 1 ‘__ 1?* <.~.w~._ 11-1115 , Y. it A . > ._A- .» . l \‘ 1 1 r 1 ......._,, , 1 1 -1 f 1 f . .7 l 1' 1 11 'A A-If _ 1 ,,1 15. l 1 .
