I m ~ -F _1 THB LEGISLATURE PROROGUED. _ _*__ The Provincial Legislature was pro- rogued on Saturday last after practically amonth`s sitting, which may be consider- ed a normal duration. Last year the House met nearly a month earlier and Bat for about the same length of time. A number of acts of incorporation and other measures of minor importance have been passed, but by far the most important of the laws enacted was that prohibiting the sale of liquors by wholesale and retail. This measure in its basic principle in- volves a. new departure of greatestimport~ ance so far as this Province is concerned in the matter of temperance legislation. Politically the session will be chiefly remembered for the almost equal division of party strength, the ejection of Mr. Wise and the transfer of Mr. Pineau’s support from the Conservative to the Liberal party. There was dur ng the' session much angry recrimination in the discussions and there were far too many scenes of disorder, reports of which have been spread abroad over the Dominion to the injury of our fair fame. Members of the Ministerial party will naturally feel pleased with having retained their con- trol of the Legislature down to the date of power for another year. Members of the Opposition may feel some disappoint- ment ofthe hopes with which they be- gan the session and will perhaps com- -.. iplain that they have been unfairly ations. To a considerable eftent the party system has been further discredited. Orderly and self-respecting citizens have grown weary ofthe ceaseless recrimina- tions, the ill-natured personalities and the black-washing and vvhitewashing of political opponents and friends of which the session was fruitful and will welcome the quiet which the prorogation and the recesss may be hoped to bring. It may be that the events of the session will strength- en the feeling that had before shown it- self infavcr of a reorganization pf our politics on a non-partisan basis, but any movement to that end will flnd an obsta- cle in the approach of a general election. In the meantime the electorate would do well to ponder the matter with a view to finding some better system than is now in operation for evolving the best results from our representative institutions. __-_-gi--1 Tientsin, the Chinese city now the centre of the Boxers’ operations, is situat- ed on the Peiho River about so miles fmni its mouth, and about 100 miles southeast of Peking. Tientsin has nearly a million inhabitants and is one ofthe treaty ports of China.. It was here that a treaty was signed between China. and England and France in 1858. The city was occupied by English and French troops in 1860. A massacre of Christians occurred here in isvo. 'rientsiii is the terminus ofthe im- perial canal, and is connected with Pe- king by one of the few railways in China., British newspapers and public men have of late discussed the report of the famous liquor commission which was appointed some years ago. The commission was made respresentative of the church, the advanced temperance party and the bre- wers. After a protracted enquiry they presented an elaborate report embodying 77 unanimous recommendations for re- form, and 22 other recommendations upon which their opinion was divided. In the Lords the Bishop of Winchester asked the House topledge itself to legislate on the basis of the 77 unanimous recommen- dations of the commisson, and notwith- standing the opposition ofLord Salisbury the Bishop came within three votes of carrying his resolve.
