Davies, as is his wont, made a ale ‘tty speech—at least it is so reported in the Patriot—in which he highly compli- mented the new Principal—Mr. Harper. Now, although we thought and _ still think the summary disi missal of Mr. Montgomery unseemly and harsh to a degree, it does not follow that we should regard his successor as incompetent. Mr. Montgomery had work ed hard and well; and, shortly "before his dismissal, had received war m encomiums from the fir st educationists in the Province. His dismissal was not due, so far as we can learn, to any influence brought to bear upon the Government by Mr. Harper; ; and cer- tainly it shall not p revent us from admitting the tight of Mr. Harper to a foremost place ‘in the ranks ef teachers. With Mr. L, H. Davies, we are quite convinced that as Mr. Harper’s teaching capabilities become known, the prejudice a pe t him will wear away. We cannot, however, congratulate the Government upon the means taken to dispel the prejudice ex- isting against Mr. Harper. A lot of ful- some praise, in the columns of a newspaper 80 st ae sly partizan, that even its reports of political meetings are unreliable and un- wort! 1y of belief, is not calculated to dispel that prejudice. Nor w ill the ipse dixet of L. H. Davie 23, Geo. W. DeBlois, or James Duncan, suffice to eradicate it. We note, with astonishment, that not one member of Her Majesty’s Opposition—who ire most deeply prejudiced—was present at “the examination. Notone was, we believe nvited to attend. For our part we were left in entire ignorance of the examination until it was over ; and, but for personal ob- servation made on the occasion of previous visits, we should be in utter ignorance of Mr. Harper's ability to train persons for the important duty of teaching and training the youth of the Province. The system of teaching introduced by Mr. Harper is, however, we think. very faulty. To drill children’s minds by the squad is undoubtedly an easier task than to teach each child. To march to their desks with military precision and to take up their books and slates according to motions marked by ‘ one, two, three, four, five, six,” to repeat simultaneously questions in Grammar, Georgraphy, History, Arithmetic, etc., to go to recess to the sound of martial music, may be pleasing to the youthful fancy, and may eee to order and regularity in the school, But we question whether such a system is calculated to impart knowledge and men- tal training §thoroughly to each “pupil, or to promote the diversity of opinion which is essential to the preservation of the liberties of a free people. In an army where only united action is required, such training is, undoubtedly, the best that can be given. But in the Free Schools of a Free Country —-its tendency is, we think, bad. There were present a large number of the members—Captain F itzGerald in the Chair. The meeting was called to elect oflicers ene to the provisions of the newly-made bye-laws. Heretofore a Cap- tain, one Ist Lieutenant, one 2nd Licuten- ant, and a Secretary, were the officers. Great satisfaction the war, and Turkey had been compelled to defend herself against aggression. She had offered the utmost rssistance ; the Ottomans had displayed the most patriotic spirit, as evinced by self-denial of all classes, and the courage of the Turkish soldiers excited the admiration of the world. He especially ap- proved of the formation of the Civic Guard. His non-Mussulman subjects had shown consciously a desire to share in the defence of the country ; the constitution granted to non- Mussulman subjects perfect equality in tae eye of the law. Therefore as they had acquired corresponding duties at home it was only natural that they should share military service, and the Government had decided to enlist non-Mussulman subjects in the army. The only safeguard for the Empire was completely to carry out the constitution. The Sultan’s dearest wishes were tosee all classes of subjects enjoy \ bléssing of complete equality, and the coun- try protit by the acceptance of modern ideas, finance reforms, fulfilment of national en- gagements and adjustment of taxation in accordance with rules of sound political economy, collection of the revenue on equit- able system, revision of the judicial system, reform in facilitating the tenure and sale of landed property, bestowal of municipal privileges, as basis of administrative system, and finally by reorganization of Gendarme. Unfortunately the calamities of war had forms.
