Yet it is poesible to discuss one cr two points. The promoters of the Bill profess to follow the English law. The formation of a Medical Council ia an important feature in both bills. In the English law, eonsidering the important duties to be performed, great pains have been tuken to make the Council as effective, impartial and able as possible, The num- ber is thirty. Of these, five are members o* appointees of Her Majesty s Privy Coun- cil, twenty are nominees of the great uni- versities, as Oxford and other teaching budics, and only five are left to be chosen by the doctors. It is plain that the aim was to obtain @ board of the very highest character for ability and imparviality. All this is quite in accord with the spirit of free British cunstitutionalism, VIZ: when the public interests and private rights are be adjudicated,always to provide a tribunal at which every person who is compelled to appear before if, shall haveffull confidence in the administration of Justic». Now con- sider the nature of the board - provided for inthis bill. The mode of its formation, viz : by election exclusively, and the lack of the proper training of the men from whom te selection is made, are objection- able in the highest degree.
