Associated Press News Analyst The inevitable African reaction to the French debacle in Indo- China has not been long in da- veloplng. Nationalists who have kept Tunisia and Morocco in turmoil ever since the war have redoubled their efforts. Premier Mendes - France. who went into office with promises to do something about Indo-China and Tunisia. finds he has started a chain reaction. Morocco. quieter than Tunisia since an incipient re- bellion was put down last year with a swapping of sulians. is blazing with increasing terrorio, the typi- cal weapon of African revolt. Moroccan nationalists apparently have no intention of standing quietly by while Tunisia gets in- creased autonomy. FRENCH OFFER Mendes-France, against a back- ground of howls from the French colonists. is offering the Bey of Tunis complete domestic auton- omy, retsining for France control of military defence and foreign af- fairs. The primary import of the move is to give Tunisians control of the country's economy, which has been exercised almost entirely by the French. The colonists apparently have no faith that the shift would give them anything like the bene- ficial results oblained by British commercial interests in India af- ter the granting of independence there. (CP)-Three representatives .of the German machine company he is accused of defrauding appeared Monday as prosecution witnesses against Dr. Alfred A. Valdmanis at the long- delaycd opening of his prelimin- ary hearing. The crown thus launched its case against the 47-year-old Latvian- born economic expert more than three months after he was ar- rested in St. Andrews, N.B.. and charged with defrauding the New- foundland government and the German firm of 3420.000. He alleg- edly enginecred the swindle while serving as chief of provincial eco- nomic development. The preliminary hearing is be- ing held privatcly because New- foundland courts apply the law that permits magistrates in most parts of the Commonwealth to bar the press from such initial pro- ccedings.
