MARCH 6, 1899. e t TALES OI' SHIPWRECK. There has been a. great number of sea tragedies during the past fall and winter on the stormy Atlantic. Despatches have reached the newsf paper otiices night after night telling 'of frightful shipping casualties in which hundreds of lives have been placed in imminent peril, and scores, sometimes hundreds, of livles lost. These sad tales of the sea impress the ordinary reader but little. Their very frequency tends to dull the sense of their awfulnsss. But to t-he fami- lies of those who follow the sea, or to those who have loved ones sailing the stormy ot-can, each successive storm arouses a. deeper concern. Recently the awful reality of these wrecks has been brought ,home to the city of Char- lottetown by the alarming disaster to lthe Labrador with half adoxen of our city merchants on board. Pending certain tidings of their safety, not only their immediate families but a wide circle of friends and acquaint- ances, embracing almost the entire city with many beyond the city’s bounds, were left in most intense and painful suspense. The later know- ledge that they were saved caused general relief, joy and thankfulness. The incident serves to recall how many communities and homes have been thrilled with horror and per- manently darkened by such tragedies as those of the Bourgogne,the Mohe- gan,the Portland and many others. A very little reflection in regard to such events will deepen our concern “for those in peril on the sea”--a. peril always present to increasing numbers from the ever expanding busi- ness of the ago upon great waters. A feature of many marins disasters has been that they occurred near the end of the journey when hopes were high for a prosperous completion of the voyage and when the port of de stina- tion had nearly been reached. Ships sail from Europia for America and are wrecked on this 'side after passing the dangers of mid-ocean, finding greater dangers in approaching the coast. The Labrador had safely crossed almost the entire breadth of the Atlantic when she came to quick destruction on a Scottish reef. So far as the meagre reports go in this case, captain, and crew, and all on board appear to have done their part well.The life boats weresuccessful- ly launched under trying conditions, and carried the passengers to safety Those are pleasing features. But how often it is otherwise. Our chief con- cern should not be with the senti- mental aspects of these disasters but with the best methods of preventing their recurrence, the appliances for saving lives in the awful emergency of shipwreck. In this' line there is much yet to be effected, and the call is urgent for our parliament to grapple with the question earnestly. M31.; There is small-pox in several of the manufacturing towns of Maine, carried thither, there is little doubt, from Quebec province by . the French Canadians who throng in large num- bers to the factories of New England. The French Canadian habitant does believe in preventive measures. He is something of a fatalist in regard to all forms of disease, or if pious, he believes that diseases go where they are sent by the good Fit-her above and the victims must submit. Hence vaccination is avoided, and there is always more or less small-pox in French Canadian cities, especially in winter time. The outbreak in New. England is causing an exodus, and it appears that in New Brunswick there is no statutory provision by which inspection or vaccination of immi- grants from Maine can be enforced. Hence there appears to be some con- cem in St§J0hn,where the local health authorities say that not more than 10 per cent of the population have been vaccinated. This is s most as- tonishing condition, and 'seems to show that New Brunswick is little less backward than Quebec in regard to vaccination. FLOOR Coverings.-Rugs are bright and cheery. Mr. Blair’s published speechbs his, statement that he favors taking over E t-he road. The Telegraph says that "neither the Globe nor any , other Canadian journal has a right to say that it will not be purchased. The Globe is not running the government of Canada, although it is a. valuable I supporter of the administration.” The railway in question is about 110 milss in length, running across the province from Frederictbn to Chatham, and lst principally owned by Mr_ Alexander Gibson, the lumber ghd cotton king who recently transferred his support from the opposition to the govern- ment side with very striking etlect. f The Dominion Line, to which the ,' illfated Labrador belonged. has suffer- ` cd a gccd many casualties since its inception in 1870. The Vicksburg foundcred in an ice collision in 1875 with 47 lives lost. The Ottawa was totally wrecked 50 miles below 'Que- bec in l889._ The Idaho was wrecked on Anticosti in 1890: In November of the same year Captain Lindall and the quarter master were drowned from the Vancouver in a gale. The Texas went ashore on Cape rlace in a fog and became a total wreck in September, 1895. The Mariposa., a beautiful twin, screw steamer of 5,000 tons was‘ afterwards stranded in the Straits of Belle Isle and became a total wreck. The Angloman was wrecked on the Skerries in the Irish Sea in February, 1897. The seven stcamersabove named which were lost do not appear to have lost any of their passengers save in the single case of the Vicksburg. ' ‘ I 'ri ns. F. They have no power to legislate in such matters and would be quick to resent any invasion of the provincial domain if attempted by the federal parliament. It is not the first time, however, that the provincial legisla- tures have made recommendations, or expressed opinions in record to matt- ers outside of their own field. Several of the legislatures years ago recom- mended the passage of a prohibitory liquor law by the federal parliament.
