Lloyd’s Goal Is Vital Talks LONDON, (Reuters) — Foreign Secretary Lloyd flew home Fri- day night for vital talks with Prime Minister Macmillan aimed at staving off a collapse of the Big Four Geneva talks. The two men, who had’a large share in bringing about the Gen- eva conference, meet Saturday night at 10 Downing St. for the first time since the foreign min- isters’ talks began May 11. Lloyd is bringing back bad news for his chief. Russia has proposed the .withdrawal of West- ern forces from Berlin in 12 months and insisted on negotiat- ing on the basis of this. In a Geneva session Friday Lloyd appealed to Gromyko to “forget” the idea and return te business-like negotiations. ANSWER ON MONDAY The British foreign secretary will fly to Geneva to hear Grom- yko’s answer at a private Big Four session on Monday after- noon. If Gromyko sticks to his pre- posal, the conference is bound to break up. It would have nothing to show after more than a month of meetings. This would come as a severe blow to the British government —and to Macmillan personally. It would dash his hopes of at- tending a summit conference this summer. Macmillan is understood to fa- vour such a conference even if the Geneva talks break down, Russia’s Premier Khrushchev feels the same way. But there is one major unknown factor.
