He asserted that two directors of the Glob? had a financial stake in the Crow’s Nest Charter, and that the course of the Globe on that question was governed entirely by their pecuniary interests; that two’ Canadian Pacific Rail- way stockholders owned the Globe, and that the railway company. was its master. He piled up epithets in. fine protusion against the Globe, called.it & “nickle-in- the~8lot machine for monopolists” and declared he would not be surprised at any- thing the “hireling” might say. The “British Coiumbia four” Jed the hearty applause, in which some members of the Opposition ranks joined The first motion in condemnation of the Ministry this session was proposed by Mr. Foster yesterday afternoon in an amend- ment to Fitzpatrick’s motion for the second reading of ‘the Franchise B}]. He rose to protest against the introduction of the least importaut part of the Govero- menut’s programme, while the one measure for which the country is waiting is held back and postponed, viz., the Tariff Bil’, Mr. Foster's arraignment of the Govern ment was most severe, and the Grt un- easiness that followed was a sight to see. Three years ago Mr. Laurier ‘denounced the Government for not bringing down the tariff measure as soon as the House met. Yet here was the Ministry which declared its intention of revolutionizing trade with- holding the tariff for vine months. One session passed without anything being done, the meeting of the second session was three times postponed, and now after two weeks it was passed over in favor of a roeasure which would be idle on the statute books for three years to come. Someone suggested “moments weakness.” To this Mr. Foster replied : of “We are } all liable to have them, but deliver me from a chronic weakness lasting months and year. |. Mr. Foster then deyoted an_ hour. to rehearsing the vacillating conduc: and contradictory declarations of the ministers setting forth their conflicting dec'arations Opposite each otter ansid almost contin- uous cheers on the Opposition side. He moved that the consideration of ‘the Pranchise bill be deferred until the’ ‘Tariff has been disposed of. The amendment was not expected by the Mr. Cameron (Huron) had arranged to make the secood speech on the Government side and was primed to attack the present franchise law. Mr. Clancey replied supporting the amendment after which the House ad— journed. Whea the House adjourns next Wednes- day it will stand adjourned to the following Tuesday.
