Tue Public Accounts of the Province, for the year 1879, were laid on the table of the House this afternoon. Although a balanee of $14,985.64 appears against the Province at the closs of the year, yet the following synopsis of the Accounts, as com- pared with the two preceding years, will we are sure, convince every reasonable man tliat the present Government have done their part well, during the part of the year in which they contrelled public affairs. [t appears, from the Auditor's Report (page 111) that no less than $60,071.95 were left unpaid of the expenditure of furmer years ; and that the sum ef $43,679.23 has been paid, during the year, on capital account, for construction of Lunatic Asylum, of which 335,408.62 was for work done during the year. We will not, however, to-day, enter fur- therinto the discussion of the accounts, leaving the following comparative state- ment, fer the last three years, to speak for themselves. We shall deal, first, with pay- ments which may be classed as ancontrell- able expenditure. Education cost :--- In 1877, ** 1878, ** 1879, Construction of Lunatic Asylum cost : In 1877, $15,067.07 ‘€ 1878, 40,654.10 ‘©1879, 43,679.23 Of the controllable expenditure, we have only space to make a few comparisons. The Public Works’ Office cost : — In 1877, $8,540.63 ‘© 1878, 6,580.38 ‘61879, 5&,102.74 The Public Lands’ Office cost : In 1877, $8,227.53 ©1878, 5,912 59 ©1879, 4,852°41 The Registry Office cost :—- In 1877, $4,092.50 “1878, 3,827.14 *€ 1879, 2,994.54 When it is observed that Services Act of the present Government enly $30,313.60 65,550.13 91,007.87 the eame into efiect on the ist of July last, and consequently only bore fruit for one half the year, the importance of the above figures is at once apparent. The amalga- mation of certain offices, and the sweeping reductions made all reund, have produced results similar to the above in every branch of the service, and will, no doubt, tell with much greater fores on the expenditure of the current year. Turning to the other side ef the accounts, it will be seen that all these retrenchments are absolutely necessary. The from Public Lands have beon— in 1877, $78.506.20 ‘© 1878, 54,579.42 *¢ 1879, 44,812.72 The amounts raised by direct taxation have receipts been. - in 1877, $58,448.11 © 1878, 38,834.63 ** 1879, 26,631.15 The subsidy from the Dominion Govern- ment has been— in 1877, $162,737.85 *€ 1878, 159,005.38 “1879, 155,995.05 The manner in which the public business has been conducted may, in some measure, be gleaned from these accounts. The am- ounts carried forward, as arrears of expen- diturs incurred in former years, have heen —- from 1878 to 1879, $60,071.95 ‘* 1879 to 1880, 6,407.98 The latter sum is exclusive of one quar- ter’s salary to Teachers, which fell into ar- rears in 1878. Four full quarters’ salary | to Teachers were paid in 1879. Tho balances unpaid in unfinished con- tracia in the Public Works Department, exclusive of Falconwood Asylum, stand as follows :—- in 1877, $13.500.00 ** 1878, 4,639.C0 ‘¢ 1879, 654.30 Refunds from Dominion Government te re. | imburse Provincial Government, fer pay- | ments made for Railway damages, purchase | ef proprietory estates, and expenses paid | j i under the Land Purchase Act of 1875, | wero— | in 1878, $37,334.73 © 1879, 39,526.69 A new feature in the Public Accounts is | that the appropriation made by the Legis. lature is placed opposite each item of ex- peniture, so that the Legislature may see’ ata glance how the expenditure compares. with the estimates. | The Appropriations for the year were . . . . The Expenditure has been $308,359.14, 313,842.27 | Excoss of Exp’ture over Estimates $5,483.13 | Of the above excess no less than $4 ,617.- | 74 was ineurred in teachers’ salaries alone, | over which the Government possessed no gontrel whatever ; and the exact amount of - ee Lote estimate, the cost of repairing the dama-zes| caused by the storm of Oct. 29, is $21,2J2. of official despatche: Civil John on Fishery business, and expense: of > eases: tetttcan tle Dpto de ay AL OOCLL: which could not possibly be foreseen. Jn | addition to this, the expenditure on ao: | count of the storm of Oct, 29th and the reception of the Governor-General were not provided for in the estimates. But it appears that a sufficient suin to meet them has been saved in other parts of the service. So that there has been no actual increase ot expenditure beyond the appropriations ox- cept in Education. The extraordinary expenditure of year may be stated as follows :— tie Expenses in connection with the small-pox at Alberton ; 82,875 68) Elections . : : ; 3,922 00 Legislation (short session) 3,335 00 | Paid construction of Asy- lum , ‘ . $43,679 23 Less amount belonging to i878 8,270 61 $35,345 6 Add arrears for 1878, . %60,071 95 Leas one quarter salary to teachers earried for- ward . 21,164.16 $33,907 79 to $384,390 09 The extraordinary receipts for the yoar are as follows :— Refund from Dominion ment, : ‘ ‘ . ‘: Public Lands, amount of differ- ence between interest and re ceipts ‘ ; : 8. § | Crovern- $39,525 €9 my i to i ' ' 3 ei $47,879 47} Add amounts outstanding belong- ing to the expenditure of 1879, 6,407 $54,287 39 The report of the Engineer, in the Pabtic Works Department, shews that, on a close!
