Considerable discussion regarding improving the dumping system took place and a. number or dump signs and danger posts were re- ported in order. There being no furtherlbuslness the meeting adjourned. Opposes Tax (Continued from Page 1) settled on in 1931 at s3,000.00. Due to variations in the tax rate the grart got as high as 34875.00 in the years 1945 to 1950 inclusive. In 1951 it dropped to s4,500.00 and in 1952 it dropped to 3352500 - an amount still substantially in excus of the original grant." Mr. Gordon went on to say that it h.td been brought to his atten- tion that when the Charlottetown was constructed it was hoped that it would pay its way, but this had not. haxpperred. Hloweveir because of the hope the grant in lieu of taxes had some jtistiiication. The president of the company also noted that it was pertinent to call attention to the fact that at the time oi the original grant nothing was being paid on operat- ing property of the railway here. At the name City Council meet- ing last night there was read a leutcr from Mr. M. MacLa.i'en, Tax Commissioner, Montreal, replying to Mr. George Abbott and stating that a bill for taxm had been re- ceived covering the Charlottetown. lie t.ited that an assessed valua- tion ol 5862.300 is shown with cur- rent taxes of 5”.Tlb.25. plus ar- rears of sl6.'l39.05. Mr. MacLaren pointed out that the property is actually owned by "Her Majesty in right of Canada", and is therefore exempt from taxa- tion tiy statute. He said that the position of the railway is simply that of a manager engaged by the Crown to operate the hotel by virtue of an Entrusting Order. He said that as the tax rate had been set for this year he was prepared to make rt grant based on a valuation of sl50.000, hut could not pay anything additional. BRAMSHILL. The mansion is said to house it number of ghosts. that the most important regulation governing lobster oonservstlon was size limit. Lobsters were rum-mlg- ratory, hesaid. and were subject to the most intensive fishing. and as a u-nsequsa-toe natural produn- tivit was losing in such intensive cxtr tion with the result that many areas were sknost. wholly populated by Iiobston oil the striati- er group. By increasing the sin limit, he said. I. Liner number of good size lobsters would remain on the groumh which in one year would increase in to 5096 in weight, thereby leading more to market size lobsters with s consequent in- crease in revenue to the fishermen. He further stated that this in- crease in under also had come about as a result or represents- tions made by a lsige majority of Mi-itime fishermen who realimd the instant need of lobster conserva- tion. It was true, he tfhought, that P.E.I. was in opposition. but felt that with a. clearer picture of the need. they would be in agreement. it was unfortunate that this oppos- ition had not. been presented ear- lier, he thought, since the regula- tlon might have received more con- alderation last. October when the government had more time to con- sidgr it. than at the present time wh n the season will open in about two weelra. No representation from all the fishermen otf P.E.I. had been received up to the present. he said, and he felt that it might be somewhat late to effect a change in the regulation. However, he was sure that in the long mm the new regulation would prove more advantageous to tfhe fishermen, in that although they would lose a. null amount this year. the greater number of mar- ketable lobdters in we years and henceforth would outweigh the present log in financial retimis. since canners sell at ap'pmximate- ly 20 cents. while markets sell at approximately 30 cents. He admitted that the problem of enforcing the regulation was a par- amount. ime, and felt. that the honesty of tihe fishermen them- selves would be the best method of protecting and dcvcl -mg their own industry. He stated that one meth- od employed was a minimum fine on each short. lobster taken, but this also. he explained was not de- void of difficulties.
