The prime minister, the leader of the political party in power in Parliament, does not have in himself supreme pow- er, although he exercises supreme power. He holds his office by the will of the people. The British con- stitution combines a democracy with all that is desirable in an absolute monarchy. The prime minister is Popular as far as he brings him- self into accord with the desires and wishes of the people The Kinz while supreme in the state permits the government to carry on all affairs of state.
