Macdousld m«ke the statemeut, for Mr. M | was his (M:. W Ish’s) political gudson. Ile! was respous bie tor Mr. Macdenald’s en:ry into polities, but since then Mr, M had changed his vame from Liberal to Tory. Che Island had not had a days luck since it entered Confederation. Ho was opposed tv the division of the Island into five cis tric s. Eust Queen’s would be one bun-: dred wiles from one end to the ether. He favored the retevtion of the cousty lines. Mr. Davies protested against the G veri erument perpetrating such an injustice #s the proposed gernymander of the Island Iu Nova Scotia and New Biuoawick it hed beru dete: mined t> msintain the County hines, not wi betamiog thas the populations were dis similar and vatiei ell the way from 8,000 to 74.6.0 Why apply a different principle to the Island? Piince County bes 26 500; Queen's, 46.090; and King’s, 26,000. Not trom Queen's with a population of 46 000. Qucen’s bad a population vearly double that of King’s ever siuce Confederation, but no Liberal bed been heard to say that King’s was unfairly tieated because she had two meme bers, There had been « solemu compact mide at Confederation betweea the political psrties on the Island that the counties sheuld rem:in intact.and should each have two meim- bers in the Huuse and a representative ia the Senate Now that a member was to be taken avey, it shou'd be teken from King’s, which hed vply 4,0Uy above the unit. A giacce at the map theuld convince any man that an attempt of the grossest kind was beiay made to g-riymander the Island—a geirymsnder prepared by liule local politicians, whose shows that the latter more than waintained the eno: nous incre:se which has occurrid | this ye:r, and the former are still in ad- | vance of the same period last year. For! the mon h of May the exp.its were valued | at $7,17°,618, and for the eleven months; $96 606 411, which shows the great iucrease | of $12,633 578 over the same period last’ year. ‘Lae value of the goods entered for consump.ion last month was $9,424,759, and for tie eleven months $99,300,905, an increase >f $943,581. The duty collected in May sas $1,459 529, and for the eleven months (317,518,251, which is $2,867,319 less than the same period last year, when the suga ‘ duties were in force. The Pat Office Sivings Bank statement for May shows dep sits of $576,862, with- drawals « f $569,408, and a balance at the credit of depositors of $21,480,773, The w ile of Mo day was epent in com mittee or the Redistnbution Bill. During the deba e Clarke Wallace tock the oppor- tunity of shewing up Cartwright and his attempt o biuff the Houseafew days before with a bc gus Reform mej -rity. Your readers will reme mber that Cartwright ssid he had received an cflicial statement, signed by George Juhnson, Domivion statistician, giving a n»jority of 7,000 odd for the Re- form par y in Ontario at the last general election. Wallace denied that Johnson made any such ¢ ftizial statement, and de- tied Cartwright to produce it Uf course Cartwrig it could not produce it, as no such statement exi-te}, but he ran out of the House and shortly sfterwards returned with a blues book issued by the Clerk of the Crown it Chancery, giving the number of votes pelled by each candidate at the last general election. From this book he read out a lot of fizures, giving each member's mjority, snd without «adding up the fig- ures declared that they corroborated his statement. Mr. Wallace got held cf his figures 1d placed them side by side with the cflicial fhgures. He found that in some large Cuiserva‘ive districts Cartwright had conveniently omitted to take any account of the Conservative majority, while in others w sere there were two Conservatives running he teok credit to the Grit party for all tre dc feated candidates’ votes. For instance. in Carleton, Out., where Hod- vins defi ated Dickinson (both strong Con- servatives and no Grit rupning) ty 43, Cartwright computed the Conservative mejority at 43 only; whereas it is well- knuwn t» be cver 1,000, for in 1887 Sir Juhu Micdunald beat a straight Grit by 1,085, :nd the Grit lot his de posit. This explains tie wey Cartwright figured up his Geir maj nity for th» Province of Outarie, ard is illustrative of the sh m less manner io which th’s would-be financier imp ses upon eredulou: grits. But he is rapidly being found ev’ and unmusked, an cperation to which h« has been forced to submit mere than once this sssion, Correction or re- pro: f he resents from apy quarter, but pur- ticularly from the Government benches, aud when it comes to being dressed down by Cha ley Tapper or Dr. Montague, he can fall back only on insolenes, relying to be backed up hy Landerkin and Semervile and Murdock, and a few othe*grits who ae um ver jartivolar what they say. Clarke Wallace produced the: fii:'al figures, which proved conclusive- fy that i: the elections of 1891 the Conser- vatives | ad a maj rity in Ontario of 1,678 votes, w tich has been increased by the bye- elections to 5 645, giving the twenty-rix Ontario Yonservative majority sitting in the sous canuot rises above heir noses. Mr Davies appealed to the Government to treat the Islaud the same wey as Nova Seutia and New Brunswick, and reepect the historical! integrity of the county iines. The bill then would be satisfactory. Queen's would return two members, having a eufli ient p —pulation; Piisce, the only county whose population hau increased in the last ten years, -vould return two members; and Kiog’s one memir. Mr. Davies conciuded by cGeciaring that the gerrymander was for the purpose of leyislat ing him out of the house, avd he moved in amendment that the counies should remaio a% at present, Queen's and Prince returniog two members each, and Kong's one member. In 1i,ing to reply, Sir Johu Thompson said that if he thought the p:oposed revistribu:ion of the Is'and justified voe twentieth part of the strong adjec ives and subs axtives Mr. Davies had applied to it, he wou d withdraw the plan and consider some other metnod, He repudiated any design to iegislate Mr. Davies out of his seat, because he was well aware Mr. Dauies’ abilities and influences could place the strongest (.iberal constituency oa the Island at his disposal. By Mr. Davies’ proposal each member tor Qu ens would repiesent 23,000; each member for Prince, 18,009; and the solitary member for King’s, 26,634. Why should that disparity exist except for the purpose of depriving a Con- servative county of one of ite representatives. lf the:e was 80 much t» be said in defence of the county lines—if the strong expressions used with respect to honesty, fairness, justice, meanness, etc , could be urged in detence of the county lives on the Island, surely the Local Legisisture, which has the domestic icterests of the Island ia charge, which has the power te change those county lines and depwt from them, should have treasured them moe secred y than they did in the measure they recently passed, when they carved up the county and departed from old established lines, and divided townships in two. Mr. Dennison characterized the gerry- mander of King’s County by the Local Legis lature as disgraceful, and for the sake of a paltry 3,000 of population, thought it hardl necesvaiy to gerrymander the whole Islan He would, theretore, support Mr. Davies’ amendment.
