THEN AND NOW.
In the year 1885, when Britain
was at war in the Soudan, General
Laurie and the late Col. Williams
ofered to raise two regiments at the
expense of Canada to assist in the
campaign. Lord Lansdowne, than
Governor General, consulted Sir John
Macdonald, who replied that the
policy of Canada was opposed to tak-
ing part in the wars of the Empire.
This incident was referred to by Mr.
Tarte in a recent speech and is quoted
by the Toronto Globe in justification
of the position taken by the Minister
of Public Works. Mr. Tdrte has
not been enthusiastic about sending a
Canadian Contingent to South Africa.
He was at first strongly in favor of
obtainingthe sanction of Parliament
before sending our Regiment to the
Transvaal, and when a decision was
reached to send it, he now says he
caused a proviso to be placed in the
'Order in Council that the action
should not constitute a precedent.
N o doubt something would be for-
given to a Scotch Premier which
might be held in certain quarters as
highly objectionable in a French Can-
adian Minister, though this ought to
not so to be. But what neither Mr.
Tarte nor the Globe have taken into
account is the fact that there is no
just parallel between the situation in
1885 and that of the present time.
The British war in the Soudan was
a matter of imperial concern, no
doubt, but could not be of the same
interest to the Canadian people as
the present war in South .».frica.
In that case no part of
Brita.in’s actual possessions were
in danger or were threatened. In
South Africa British territory has
been invaded. and our fellow' subjects
in Natal and Cape Colony have an
enemy’s army occupying their soil and
despoiling their homes.
Something also might be said of the
progress which has been made in the
consolidation of the Empire during
the past fourteen years. With;n
that time the great Jubilee Celebra-
tion has been held in London, with
representative men and small contin;
gonts of troops from every colony and
dependency of the Empire gathered
together under the eye of the Sover-
eign and rejoicing together in the
grandeur and glory of combined
Great and Greater Britain. Canada
has within that time inaugurated a
new trade policy giving a customs
preference to the products of the
Mother Land, Tho Australian Pro-
vinces nave laid the foundation of a
great United Commonwealth under
the aegis of the_old flag and have also
become generous contributors to the
naval defence of the Empire. Cape
Colony has voted from her Colonial
treasury the price of a battleship, and
even little Natal has pledged an an-
nual contribution of coal from her
mines at Dundee' for t-he Imperial
Naval service.
All these are indications of the
growth of the Imperial spirit in the
portions of the Empire beyond the
seas, marking an immense stride in
that direction since the year 1885,
and ought to be taken into account. '
