The Public Accounts of Canada for the year ending 30th June, 1878, were laid be- fore Parliament on the 17th inst. The total liabilities of the Dominion at the close of the year were $174,957 ,268.96, and the assets $34,595,199.05, making the debt on June 30th, 1878, $140,362,069,91, against $133,235,309.03 last year. This increase cf more than $7,000,000 has been caused by reductions in the assets of the Dominion, the Government deposits in banks having been decreased $3,274,006, and the amount in the hands of financial agents reduced $4,747,926.33 during the year. The rate of interest which the total liabilities of the Dominion bear was reduced from 4.08 per cent. to 4.05, and the inter- est accruing from the assets increased from 1.55 per cent. to 1.63 per cent. The aver age rate of interest paid on the net debt in 1878 was 4.65 per cent., against 4.85 per cent. in fiscal year 1877. 'T he expenditure of capital account in year ending June, 1878, was as follows : Miscellaneous public, $4,020,010.49 ; Pacific Railway, $2,228, 073.13 ; Intercolonial Railway, 3408, 816. 74 —making a total expenditure of + 6,657,- 200.36. The expenditure on capital account was $469,560.52 less than the increase of the public debt during the year. The expenditure on ‘open accounts” comprises the capital ex- penditure of $150,000 on improvements of the St. Lawrence, $6,657,200.36 on public works and $591,500 on investments. The expenditure on account of public works in: cludes $1,635,205.54 on St. Lawrence canals, $2,138,592.09 on Welland Canal, 2,228). $73.13 on Pacific and $408,816.74 on Inter’ colonial Railway. These accounts, like preceding accounts, show that under the rule of the austere Re- formers the controllable expenditure never ceased to increase.
