Nothing in taxing power conferred bysaid Act, have the same power to tax personal property as and as fully and amply as if the said Statute passed, 2. The said City Council shall have power | #t Charlottetown aforesaid, this and authority to regulate and license the; Sale of goods, wares or merchandize either} by samples or otherwise, by public auction or by private contract, in the said city by commercial travellers or agents, and to im- ‘pose by bye-law such fines not exceeding $100, and such imprisonment not exceeding thirty days, as they may deem proper for enforeing the same. | 3 Sub-section of Section 93 of 40 Vic- toria, Chapter 1, is hereby amended by by reducing the number of Trvetees to be appointed by the Lieutenant Gover- nor in Conncil to three instead of four as mentioned therein, and by increasing the number of said Trustees to be appoiné- ed by the City and Town Council therein designated to four instead of three as therein contained. 4. Section 50 of 43 Victoria Chapter 15 ,is hereby amended by striking out the words, **The Royal Gazette and one other |newspaper in Charlottetown for three | months,” contained therein, and substitut- ing in lieu thereof the words, ‘‘one or more | newspapers published in Charlottetown for ‘thirty days.” 5. The said Council shall have power and are hereby authorized upon the pay- ment of any overdue debenture, to issue a new debenture for the amount thereof in | terms of section eight of 39 Vietoria, Chapter 20, notwithstanding that the issue of such new debenture may be in excess of by said last mentioned section, but nothing Sea | U RN TU R E ee limit fixed on the issue of debentures : m herein contained shall be otherwise con- | Strued to give said Council further or other borrowing powers. 6. The said Council shall have power by resolution to borrow money not exceeding the sum of six thousand dollars on the then current year’s assessment to detray ordinary expenses ineurred prior to the collection of such assessment, but such loan in every case to be repaid+ before the end of the civic year in which it is obtained. 7. The said Council shall have power in addition to other modes of taxation to assess, levy and collect a special tax for Educational purposes only, and for such purpose to fix a special rate or levy upon the assessed value of real property as re- turhed by the City assessors, pursuant to statute 43 Victoria; Chapter 15, such rate not to exceed one-third of one per cent. 8. Such special education tax shall be paid by the actual occupiers or tenant of the real properties so assessed, and not by the owner thereof, unless he is also the occupant, provided that in no case shall any occupier whose freehold is assessed under. two hundred and fifty dollars, or any tenant whose annual rental is under twenty-five dollars, be liable for such special tax. 9. The city assessors shall, when required by said City Council for the purpose of collecting said tax, put a separate valuation upon all portions or parts of the real pro- perty valued by them which are separately occupied or tenanted. 10. Section 47 of said Statute, 43 Victoria, Chapter 15, is hereby amended so that it shall be held to apply to such special educational tax when levied, and the City Clerk shall add to his said list on roll in separate columns, all persons liable to pay such tax and the amount on com- putation found to be due from them res- pectively, according to the valuations returned by such assessors, and the rate levied by such Council which said tax shall be collected in manner prescribed: by sections 48 and 49 of said Statute, 43 Victoria, Chapter 15 11. Section 5¢ of 43 Victoria, Chapter 15, is hereby amended by adding thereto, and after the last words thereof, the words, and should there be only one person nominated for Mayor, or only one person nominated as a Councillor, for any one Ward, then no poll shail be opened or held for the election of such person; but the person so duly nominated for Mayor or Councillor, as the case may be, shall be deemed duly elected for the office of Mayor or Councillor, as the case may be, without further or other proclamation or return. 12. All assessments severally made on personal property or rentals, as provided for by this Act, shall be due and payable one month after the levying of the same respectively, and shall after autbority given to-him by the said City Council be collected by the City Collector; and enforced by him ayainst the persons and property of default- ers in the same manner mutatis mutancis, as is provided in sections 48 and 49 of the said Statute, Forty-third Victoria, Chapter 15. The provisions of the Act Forty-second Victoria, chapter fifteen, shall not be con- strued as applying to any execution or pro- ceeding issued out of or in any Court for the enforcement of payment of rates, taxes or assessments levied by the said Council, under this or any previous or other Act of this province, and such execntions shall, in all eases, be in form (1) to this Act, append- ed, or as nearly as may be, according to the circumstances of the case, and the City Collector, or any Police Officer, cr other Constable may execute such execution in any part of Queen’s County. Sl iatiLs, Hxamination Papers—Unfair Tests Sir,—Allow me space in your valuable journal to bring. to public notice a few suggestions concerning the examination papers which are placed before third-class candidates for teashers’ licenses by the Board of Examination for this Island. It is amusing to examine the papers which were prepared for this occasion. . The English paper consists of a difficult 8 which no two teachers may have the laae method of analyzing or parsing, and which is often disputed by our Professors ae to the correct method, Then follows a number of miscellaneous puzzles or conundrums, which are supposed to test the candidate’s know- ledge of the English language. Next to be taken into consideration is the questions on history, which generally consist of the most unimportant that can be selected in the whole History of England, and also put in such an incomprehensible manner, that they would baffle the ingen- uity of McAulay or Hume (were they in existence). ; Another specimen of history questions is, instead of requesting the candidate to give the causes, results, etc., of important events, he is requested to assign events to a number of dates selected throughout the history. The geography and arithmetic papers are none the Jess unreasonable. Unless the candidate possess a knowledge of the poly- syllabic towns, and every blue-berry swamp and miil pond in the Dominion of Canada, he is more than likely to be unsuccessful. Concerning the arithmetic, there is not one question taken from the arithmetic pre- scribed by the Board of Education, thus depriving the candidate of the benefit of that knowledge which he may have ac- quired. And, in order to take up the very limited time allowed, candidates undergoing examination enormous complex fractions removing al] the rules in vulgar fractions are given as questions. The answer to such questions as these are liable to be incorrect, though the persons by whom these questions are worked may have a thorough knowledge of the rules, Such is the ‘style of questions, and in conclusion Mr. Editor, it is quite evident that such examinations are by no means fair tests of the candidates knowledge of the several branches on which they are examined.
